Feasibility Studies
The loan feasibility study was prepared by Jehn Water Consultants, Inc. of Denver, Colorado
along with Bennett's Town Administrator, Matthew Reay. The study was prepared in
accordance with the CWCB guidelines and includes an assessment of alternatives to address
rehabilitation or replacement of the existing well.
Town of Bennett
Bennett was incorporated in 1929. It is governed by Mayor Sue Horn and six members of the
Board of Trustees. It manages its water through a Water Enterprise Fund. User fees and property
taxes fund the Water Enterprise. The Town's minimum monthly water bill is $27.72. The Water
Enterprise has two outstanding long term obligations with the State of Colorado Department of
Local Affairs (DOLA). (See Table 2 for long term debt information.)
Water Rights
Bennett relies entirely on the Denver Basin aquifers to meet water demands. The north system
has six ground water wells completed into the Denver Basin aquifers and the south system has
five wells also completed into the Denver Basin aquifers. The permit number and annual
appropriation amount for each well in the north system and the south system are provided in the
following table:
North Water System
Annual Appropriation
Well Permit No. A uifer (af/ r)
3 48425-F Laramie Fox-Hills 207 a
4 32481-F Arapahoe 30 b
5 32480-F Denver/Ara ahoe ° 60 b
6 17071-F Ara ahoe 100 b
7 32482-F Arapahoe - v
8 48424-F Laramie Fox-Hills 207 a
Total 397
South Water System
Annual Appropriation
Well Permit No. A uifer (af/ r)
9 60555-F Laramie Fox-Hills 109
10 53691-F Laramie Fox-Hills 109
11 54164-F Ara ahoe 184
13 64350-F Arapahoe 184
14 58829-F Ara ahoe 184
a Combined annual appropriation of wells 3 and 8 not to exceed 207 of/yr.
b Combined annual appropriation of wells 4,5,6 & 7 not to exceed 190 of/yr.
c Well is dually completed into both aquifers.
