Action: The Finance Committee reviewed all Construction Fund Non-Reimbursable Investment
application on September 18, 2007. A motion was made by Don Schwindt and seconded
by Carl Trick to approve staff recommendation that the Board approve all projects listed
under this agenda item 16 as shown on and described in the Board memo. The motion
was approved unanimously (8-0).
17a. Water Supply Planning and Finance Section - "Bundled" Non-Reimbursable Investments -
USGS/Compact Section -High-Resolution Gridded Sublimation Estimates (recommended)

Action: A motion was made by Don Schwindt and seconded by Carl Trick to approve staff
recommendation that the Board request the General Assembly authorize up to $65,000
from the Construction Fund to be appropriated to the USGS to develop high-resolution
estimates of sublimation in two watersheds and to explore possible improvements to
sublimation estimates throughout Colorado. The motion was approved unanimously
(8-0).
17b. Water Supply Planning and Finance Section - "Bundled" Non-Reimbursable Investments -
USGS/Compact Section -Denver Basin Pumping Optimization Model (recommended)

Action: A motion was made by Don Schwindt and seconded by Carl Trick to approve staff
recommendation that the Board request the General Assembly authorize $83,200 from
the Construction Fund to be appropriated to the Colorado Water Conservation Board for
work tasks associated with the Denver Basin Pumping-Optimization Modeling. The
Board wanted to note that the fiscal year would be FY08-09, not FY-7-08. The motion
was approved unanimously (8-0).
17c. Water Supply Planning and Finance Section - "Bundled" Non-Reimbursable Investments -
CSU Water Research Institute/Flood Section - Ag Water Conservation Clearinghouse, Canal
Efficiency and Remote Sensing of ET (recommended)

recommendation that the Board request the General Assembly authorize $30,000 from
the Construction Fund to be appropriated to the CWRRI to fund the development of a
web based agricultural conservation information clearing house and a pilot project to test
new management strategies for Sago pondweed. The motion was approved unanimously
(8-0).
17d. Water Supply Planning and Finance Section - "Bundled" Non-Reimbursable Investments -
USGS/Compact Section Estimated 2005 Water Use in Colorado (recommended)

recommendation that the Board request the General Assembly authorize $66,400 from
the Construction Fund to be appropriated to the Colorado Water Conservation Board for
work tasks associated with the 2005 Water Use in Colorado Study. The Board wanted to
note that the fiscal year would be FY08-09, not FY07-08. The motion was approved
unanimously (8-0).
