23. Intrastate Water Management & Development -Water Supply Reserve Account Grant Requests Colorado State University Grant Request -Direct Determination of Crop Evapotranspiration in the Arkansas Valle- with a Weighing Lysimeter Tape ~, Track 1 2:02:19 - 2:24:23 Action A motion «as made by Harold Miskel and seconded by Jolm Redifer to approve staff recommendation that the Board not approve funding this grant at tl>is trine, due to the current lack of detail in the application and the concern over long-term fiinding needs versus defined usable product to benefit the basin ~yater user community. The current application does not provide enough det<1i1 to indicate ho« or if the objectives «i11 be accomplished by- the project. The Board directed the CWCB staff to continue ~yorkilig with Colorado State University on this application and to resubmit it at the November Board meeting. The motion «as approved unanimously (8-0). Bull Creek Reservoir Canal & Power Company- -Bull Creek Res. No. 4 Rehabilitations & Enlargement Tape 4, Track 1 1:26:30 - 1:37:09 Action: A motion was made by John Redifer and seconded by Carl Trick to approve staff recommendation that the Board not approve the funding of the grant at this time. Staffs decision is supported primarily by the fact that the Statewide Grant funds are to provide a proportionate benefit to the St<1te as a whole. This grant is primarily a project benefiting a few citizens in the State. In addition, there is concern about the company's ability to manage and control project costs relative to budgeted projections. If the Basin Roundtable and applicant wish to continue to pursue the project, staff recommends the applicant revisit the miz of funding: use of basin funds, modification of a loan, or of shareholder funding. Bull Creek Reservoir Canal & Po~~-er Company- -Bull creek Reservoir No. 5 - Spill~yay Analysis Tape 4, Track 1 1:37:09 - 1:43:10 Action: A motion was made by John Redifer and seconded by Eric Willunson to approve staff recommendation that the Board approve funding of up to $50,000 for the Bull Creek Reservoir No. 5 Spilhyay Analysis and Permitting contingent upon addressing the items in the Issues/Additional Needs section of the Board Notebook memo (also listed on the CWCB website). All products, data and information developed as a result of this grant must be provided to CWCB in hard copy and electronic format as part of the project documentation. This infoi7nation will in turn be made available to the Basin Roundtables and the general public. The motion ryas approved unanimously (8-0).
