-2- <br />SPDSS is a collaborative effort between the Water Supply Protection section, the DWR, USGS and other <br />stakeholders. The first three years of development consisted of the following tasks: <br />1. Data gathering for surface and ground water components <br />2. Well drilling within the Denver Basin bedrock and alluvial aquifers <br />3. Collection of historic and current water level data <br />4. Acquisition of satellite imagery of both North and South Platte drainage basins <br />5. Determination of irrigated and non-irrigated lands within the basins <br />With the completion of the data collection, SPDSS has begun to implement the alluvial groundwater <br />model and review the cooperative work that was done with the USGS on the Denver Basin bedrock <br />model. This work should be done by mid-2008. With this new appropriation, phase 5 will occur, with the <br />main emphasis being associated with the implementation of the surface water resource model for the <br />South Platte River Basin. With the completion of the surface water resource model the implementation of <br />the SPDSS will be complete. <br />SPDSS Goal <br />The CDSS goal is to help water users make informed decisions regarding major water issues and policy <br />positions. The SPDSS as well as the two existing DSS's provide State of Colorado agencies, water users <br />and managers a better means for organizing, accessing and evaluating a wide range of information and <br />alternative strategies for managing their water resources to achieve the CDSS overall goal. With this <br />request for additional funds, the SPDSS surface water resource model(s) will be completed by modeling <br />sub-basin and linking the models instead of having one South Platte model, also there will be some <br />flexibility to handle some issues potentially identified by the South Platte Task Force. <br />Recommendation <br />This request is part of the en-bloc non-reimbursable investment recommendations. Staff recommends that <br />the Board request the General assembly authorize $1,000,000 from the Construction Fund to be <br />appropriated to the Colorado Water Conservation Board for year 5 work tasks associated with the South <br />Platte Decision Support System. <br />Flood Protection • Water Project Planning and Finance • Stream and Lake Protection <br />Water Supply Protection • Conservation Planning <br />
