System (SPDSS)
Introduction
This request is for the continued implementation of the CWCB South Platte Decision Support System
(SPDSS). The implementation of the SPDSS is anticipated to take a total of 6 to 7 years to complete as
described in the feasibility study and approved by the Board. The SPDSS is currently in its 4 year of
implementation. SPDSS is part of the CWCB long-range plan related to the CDSS effort, which is to have
a decision support system for each river basin in Colorado. For FY 07-OS, an appropriation of
$1,000,000 is being sought from the Construction Fund to complete the CWCB SPDSS program.
The SPDSS was initiated in 2001 with the approval of $2,000,000 from the construction fund. The
program was again funded in 2002 & 2004, with the approval of $2,000,000 & $2,500,000 respectfully,
from the construction fund. No funds were requested in 2003. In 2005, the program was funded for
$1,500,000 and in 2006 and additional fund request of $2,000,000 was made. The current total of non-
reimbursable investment in SPDSS is $10,000,000.
Discussion
Development of the SPDSS is being built upon the experience, databases, tools and models already
completed for the CRDSS and RGDSS. The South Platte River basin, however, is a more complex river
basin from hydrologic, hydrogeologic and institutional perspectives than either the Colorado River or the
Rio Grande basins. Consequently, in order to produce a working SPDSS it will be necessary, in some
instances, to develop new data and enhance or develop new analysis tools and models. The SPDS5 will
consist of data that characterize the hydrologic and hydrogeologic features of these basins and tools that
provide enhanced water administration and water resource planning capabilities. The purpose of the
SPDSS is to assist water users and State officials in developing, managing and preserving the water
resources of the North Platte and South Platte River basins for the people of Colorado.
