I <br />Several reservoirs exist in the UPCO study area. Waterlevels in these reservoir levels fluctuate <br />as water resource demands increase and/or when there is limited snowmelt runoff to fill the <br />reservoir. The timing of the water level is important in ~ome situations because local <br />jurisdictions have invested in marinas for recreational bpating. These marinas are functional <br />when the reservoir water levels reach a certain height. If reservoir levels are less than these <br />heights slips and moorings are not accessible, mitigati0l1 measures may be used to maintain <br />I <br />operations. In more extreme drawdowns the marina may not be functional. <br />! <br /> <br />Following is a listing of Dillon Reservoir level limitations. Rick Higgins, Town of Frisco public <br />works and Bernie Baltich, Osprey Adventures, the concessionaire for the Frisco Marina, <br />provided information below on reservoir levels for Dillon Reservoir. The Town of Dillon's <br />marina on Dillon Reservoir is fully operational at the leyels required for the Frisco marina. <br /> <br />, <br /> <br />Additional Considerations Related to Dillon Reservoir Levels: <br />1 <br /> <br />Breckenridge Sanitation District Farmer's Comer WWTP, Frisco Sanitation District, and the <br />Snake River WWTP all discharge tertiary treated municipal wastewater into Dillon Reservoir. <br />Effluent limits for these facilities, particularly under Colorado's Anti-Degradation Rule, are <br />affected by a dilution allowance within a prescribed mixing zone. Several field studies have --1 <br />been completed to characterize the dimensions of this q:1ixing zone. The Water Quality Control <br />Division continues to modify mixing zone consideratiohs during each permit renewal for these <br />facilities, and so no set mixing zone dimension can be reported here as criteria for impacts at this <br />time. However, based on empirical data, it is clear tha~ fluctuations in reservoir level have a <br />profound effect on effluent mixing from these facilities: and therefore on the discharge permit <br />conditions. <br /> <br />Dillon Reservoir Levels <br /> <br />Location: <br />Season: <br /> <br />Frisco Marina I <br />Memorial Day thru October 15 (rental boats, pontoons, etc.) <br /> <br />Minimum Reservoir Level: Slips need 9011' ielevation, 9012' is better. Levels below <br />9012' eliminate the use ofthe boat ramp and fuel system. Below 9010' <br />the marina doesn't work at all without a minimum 5 ft. of excavation (10 <br />ft recommended). Frisco consi4ers it very important to have 9012' from <br />June to September. i <br /> <br />1 <br />Optimum Reservoir Level: 9017' is optimuql. Frisco's dredge work, dock placement, <br />building locations, etc. is based :on 9017'. 9019' and higher can create <br />
