There is no longer coal mining within the Colorado River Basin. <br /> <br />Section 2..0 Institutional Setting~ Tllis section is not well structured. It should be <br />structured using the overlay of Department! Agency, such as Department of the Interior, with <br />USGS, USBR, USBLM, USFWS, etc WIder DOl. Additionally, many of these agencies are not <br />"Water Agencies", but rather are land management agencies or resource agencies with water <br />responsibilities. ; <br /> <br />Section 2.4 Major Water Diverters. The Shoshone Power Plant has s senior water right of <br />1,250 and ajunior right of 158 cfs.. <br /> <br />Section 3+3 Environmental Organizations. There are many more environmental and <br />watershed organizations than those enumerated.. <br /> <br />Section 3,,4 Recreational Industry: I believe that whitewater rafting, kayaking and fishing <br />(as well as the unlisted flatwater boating) deserves more than a "in addition" listing. These are <br />significant water uses in western Colorado <br /> <br />Section 4~2 Water Quality Laws. There are only two water quality planning regions in the <br />Colorado Basin, AGNC & NWCCOG. <br /> <br />Sections 4.3 and 4.4 should be combined into a single ULaw of the River" section.. <br /> <br />Section 5.0 Basin Demographic,... The table on page 20 is difficult to interpret and the <br />numbers across individual counties do not appear to add to 100%4 <br /> <br />Section 6.0 Basin Issues and Concerns; This section is extremely disjointed, with no <br />apparent organization.. If these-were from the public meeting, they should be organized by the <br />type and location of the concern. Additionally, it is the Colorado River Water <br />CONSER VA TION District and the Northern Colorado River Water CONSERVANCY District <br /> <br />Section 6.1.2 Reservoirs Requiring structural rehabilitation.. I do not know why Green <br />Mountain Reservoir is on this list. There is no structural problem with the dam at Green <br />Mountain Reservoir. There is a potential problem with a community built on a ancient landslide <br />on the western shore of the reservoir.. <br /> <br />Section 7.2 Reports and Studies of Potential Projects. There are many to add to "this lis~ <br />limited only by what level of immediacy is contemplated.. I believe that the Colorado River <br />Return Project is intended to be referenced, as opposed to the Colorado Aqueduct Return Project. <br />Additionally, Denver's Gross Reservoir Enlargement should be included, as it contemplates <br />greater diversions tlrrough the Moffat Collection system, using existing facilities, as well as the <br />Homestake PartnerslEagle River Consortium Eagle River project. <br />
