- --0 - - - - -

Dale Irby - Gunnison Stockgrowers - 641-3123

With regard to specific project ideas that the District is pursuing, I need to say up front that most of
these concepts are still in the planning and feasibility analysis stage, and are still being considered by the
District board of directors. In addition, there are a number of water management concepts spelled out in
the water management plan that I am not listing here, but there was community support for.

The projects identified below reflect the board's budget planning process for 2004+

Construction of a storage reservoir on Long Branch Creek in Saguache County - preliminary site
drilling is complete and a report is currently being prepared that will provide the District with a
rough idea of the cost of storing 1000-1500 acre-feet on Long Branch. The board has also
approved funds for developing a feasibility analysis that will specifically identify financing
options for a projectf
Storage enlargements in the Cochetopa Creek drainage - the board has approved funds to develop
a feasibility analysis for enlarging existing storage reservoirs in the Cochetopa Creek basin.
Preliminary studies have already been done on the larger reservoirs, but other storage options will
be explored as part of this analysis.

Construction of a storage project on Ohio Creek - The board has conducted drilling, had a
probable project cost estimate developed, and has approved funding for a detailed study that
would identify project beneficiaries and funding options.
Construction of a canal to supplement flows to Ohio Creek - The District has already had
preliminary cost estimates done, identified land ownership issues, and surveyed small storage
potential for this project. Again, the issue is who would benefit specifically, and who will pay.
The board has approved money to develop a study that would address those questions~
Acquisition of an existing reservoir on the Slate River - The District has signed a contract to
purchase an existing reservoir called Meridian Lake Reservoir. The demand for water in that area
is primarily for domestic augmentation. The District is currently studying the cost of reservoir
improvements and assessing potential demand for the water. This project is underway.
Development of water in Lake San Cristobal - the District is exploring the potential for storing
water in Lake San Cristobal to address augmentation needs on the Lake Fork of the Gunnison.
Provision of funds to private entities to improve water supplies - The District initiated a grant
program to provide money to individual entities to assist in improving local water supplies.. The
types of projects funded included feasibility studies, geotech work, survey work, and headgate
construction. The District is likely to continue this program when funds are available.
Obtain a water right for the Gunnison Whitewater Park - The District has filed for a water right to
protect flows in the Gunnison River to support the Whitewater Park. This project is intended to
address in-channel recreation needs.

Other ideas:

. Acquire stored water in existing reservoirs to use for domestic or agricultural augmentation
purposes. Augmentation water is needed on Spring Creek, the Lake Fork, the Slate River, the
East River, and Tomichi Creek.
. Fund irrigation improvement projects such as canal lining or the purchase of sprinkler systems.
. Identify groundwater storage/pumping projects~
. Study feasibility of using Blue Mesa Reservoir for water banking.
. Identify hydropower production sites+
. Identify small/nonjurisdictional reservoir sites.

3/8/2004
