- - -0 - - ~ - -

(3i

Gilbert~ Hanna

From: UGRWCD [ugrwcd@co.gunnison.co.us]
Sent: Tuesday, December 09,2003 5:44 PM
To: SWSI (Statewide Water Supply Initiative)
Cc: rick.brown @ state.co.us
Subject: Response to Request For Comments

To Whom It May Concern,

I am responding on behalf of the Upper Gunnison River Water Conservancy District to emai1'
correspondence received from your office today concerning the revised objectives and subobjectives
identified by the Gunnison Basin Roundtable group and the request for sources of information on future
water projects. I am also confirming that I will be in attendance at the January 20th meeting in
Montrose, although I am not certain at the moment what organization I will be representing.

Objecti vesl S ubobj ecti yes

The only objective that I did not see listed but feel is very critical to this basin is the "protection of
existing water uses" ~ The first objective deals with trying to Ifmeet" demand, which comes close to the
concept of protection, but I would prefer to see the word nprotection" in the list somewhere~ In addition
to protecting existing or historic uses, we in this basin are constantly faced with protecting the right to
develop additional new supplies in the futuret

I would also add that in the upper basin, we are still trying to identify water management options that
will be responsive to these kinds of objectives~ but are in the planning and feasibility stage. In other
words, one of our water management objectives is to identify a good process for identifying
management objectives! The Upper Gunnison District is very active on this front, but there are other
entities involved as well.

Information Sources on Project Proposals

Probably the best source of information regarding project ideas being pursued by the Upper Gunnison
District is the District's Water Management Plan, Final Draft, dated January 2003. Another source of
information on possible projects is the District's annual budget, with reflects the immediate goals of the
Di strict.

Other entities thinking about or pursuing projects include the Gunnison County Stockgrowers, Hinsdale
County, the Mount Crested Butte Water and Sanitation District, and the City of Gunnison.. Each of
these entities has their own planning process and they should be checked with when developing a water
management project list. Here are contact people for each of these organizations:

Frank Glick - MT~ CBW&SD 349-7575
Ken Coleman - City of Gunnison 641-8080
Ray Blaum - Hinsdale County - 944-2225

3/8/2004
