Protect & Restore Environm,ental and Recreational <br />Flows <br /> <br />CONSERVE: Keep rivers that currently have good quality and quantity <br />healthy.. <br /> <br />Strategies: <br /> <br />Secure (1) acquisitions of interests in water to improve an existing environment <br />under 8B02-156; (2) new Colorado Water Conservation Board (CWCB) instream <br />flow (ISF) appropriations (at least those listed in the CWCB's own 5 year plan); <br />(3) new Recreational In-channel Diversion (RICD) decrees; (4) Interruptible <br />Water Supply Agreements (IWSA); (5) leases; (6) other. <br />now -designated Gold Medal fisheries; DOW -determined wild trout fisheries; 3- <br />factor, intact mstream Flow (ISF) reaches; GOCO Legacy, & Nature <br />Conservancy reaches; wilderness and national parks; other known quality <br />streams. <br />Status Quo v. Instream Flow Incremental Methodology (IF1M') and Ecologically <br />Sustainable Water Management (ESWM) (methodologies and processes to <br />protect natural river flows) or other methods that fully protect flows. NOTE: <br />There may be no gap for these reaches. <br /> <br />Segments: <br /> <br />GAP*: <br /> <br />PROTECT: Keep threatened but currently healthy, reaches whole, or as <br />close to whole as poss,ible. <br /> <br />Strategies: In addition to those listed under Conserve, add pennit conditions (fed!, state or <br />local), and agreements (like those that may come out of the Upper Colorado <br />Stakeholder (UPCO) process). <br />Segments: Those that would be affected by all of the projects (near, medium and long-term) <br />SWSI identifies" <br />GAP"": Status Quo v. at least the minimum flow necessary to maintain a fimctioning, <br />healthy ecosystem" <br /> <br />RESTORE: Restore dry, low flow or bad quality segments. <br /> <br />Strategies: In addition to those strategies identified under Conserve and Protect, add project <br />re-operations and ditch lining. <br />Segments: Truncated ISF reaches,. ISF reaches reduced by water availability,2 reaches with <br />endangered, threatened or sensitive species; Dry Legacy reaches; other water <br />short reaches from Colorado Water Trust maps~ <br />GAP*: Status Quo v. IF1M', ESWM or other~ <br /> <br />* NOTE: In some places, the gap may be different for environmental and recreational <br />flow needs. <br /> <br />J i.e., streams where the full reach is not protected. Truncated streams do not connect habitat, i~e.) between <br />tributaries and mainstems. Truncated streams may mean tbat the fISh can't move within a region. <br /> <br />2 The CWCB filed for flows on these ISF streams, but reduced the recommended flow due to limited water <br />availability, resulting in a lower minimum flow than the ewes would ordinarily seek. Limited water <br />availability is sometimes due to natural limits, but for some reaches will be due to diversions that can be <br />addressed using restoration strategies. <br />
