Rio Grande Basin Roundtable Technical Meeting #4
Meeting Summary

. Proposed Village at Wolf Creek; if approved would involve development of 18 AF. May be
affected by CWCB instream flow, but as long as this is met, no Federal Rights issue.
. We have some transbasin water issues in the basin.
. Treasure Pass also provides transbasin water.
. Correct spelling on objective scoring slide - Broad, not Brand Appeal.
. Show Rio Grande agriculture as a gap since there sill be a loss of acres.
. Rio Grande BRT has no opinion on Level IV and V conservation.

Meeting Future Water Needs

The strategies for meeting future water needs were discussed by Kelly DiNatale. Kelly
reviewed the families of options which include conservation, agricultural transfers, reservoirs,
non-tributary groundwater, M&I reuse, and control of non-native phreatophytes. These
families of options were broken down into further detail to comprise the following:

. Active M&I conservation
. Agricultural efficiency
. Permanent agricultural transfer
. Interruptible agricultural transfer
. Rotating agricultural transfer, or fallowing with firming for agricultural use
. Water banks
. New storage
. Enlarge existing storage
. Control of non-native phreatophytes
. M&I reuse by temporary storage

The benefits and issues with each of these options were also presented by Kelly.

Water Supply Availability

The water supply availability at various locations in the Rio Grande Basin and the methodology
involved was reviewed by Kelly DiNatale. Conditional storage rights by total amounts and by
priority were also presented. Various issues are involved that can potentially affect future
supply availability. Examples of these factors include interstate compacts and decrees,
endangered species issues, instream flows, recreational in channel diversions and changes in
climate. Feedback on water supply availability from the BRT members follows.

. Update Y early Available flow graphs through 2002.

Alternatives Development

Kelly DiNatale presented the overall approach to the development of alternatives, specifically
highlighting the results of the objectives scoring process from previous roundtable meetings. In
order to develop alternatives, the performance of the options in terms of the water management
objectives were evaluated to give the SWSI team an outline of those ideas that would have wide
interest among BRT members. These options will be applied to the remaining gap, but are
limited to in-basin options.

CDIVI

4

Rio Grande BRT Mtg #4 Summary.doc 11/29/2004
