San Juan/Dolores/San Miguel Basin Roundtable Technical Meeting #3
Meeting Summary

. La Plata Archuleta Water District: further along than shown on option D13, but it is not done
yet. This option should be added back onto the identified projects/processes list.
. Stevens Reservoir Enlargement: should reflect 1,200 AF storage. The yield will be somewhat
less than 1,200 AFY.
. Rico Alluvial Storage: the State could help implementation of this project with respect to
modifying instream flow requirements.
. Endangered Species Recovery Program in the San Juan River Basin: there are some ongoing
developments to allow fish recovery to take place concurrent with M&I use. Many of the
options on the list discussed today are contingent on this option.
. There are some significant interstate issues related to option D31 with respect to possible
depletions in New Mexico.
. The Arizona/New Mexico/Utah/Wyoming/Colorado Agreement for aquatic species
recovery is now in place.
. Aquatic basin management plans are being implemented in several basins.
. Augmentation plans for San Miguel County may be part of addressing the 1,454 AFY
preliminary gap.
. The BRT group should have a role in characterizing/ discussing the viability of the identified
projects and processes. However, there is some difficulty in doing this given the diversity of
the multiple subbasins in the San Juan/Dolores/San Miguel Basin.
. The numbers on Slide 27 should be changed to match Slide 31 ("Estimated Gross Yields to
Meet 2030 Demands").

Agricultural Gap

. Add about 4,000 acres of future irrigated land near Dove Creek (east, southeast) from
WETP ACK.
. The La Plata Basin is likely the area where the agricultural shortage to irrigation water
requirement is occurring.
. In La Plata County, only about 1/4 of the irrigable acreage is irrigated. More was irrigated
before the Compact.
. We might expect the La Plata County agricultural shortage to be closer to 50,000 AFY.
. It would be helpful to analyze shortages by water districts.
. Feedback is sought on whether/how BRT members think SWSI should look at alternatives to
address agricultural shortages.
. The La Plata County shortage typically comes early in the season, as the rivers peak before
the high irrigation demands.
. Low-population counties may still see M&I growth. Therefore, we should acknowledge
Mineral/Hinsdale/Mesa County M&I needs.
. The economic conditions in the agricultural community do not necessarily mean that
agricultural districts aren't addressing the need to firm up supplies.
. We should consider the changes in water use per acre with changes in land use.
. La Plata, Archuleta, and Montezuma counties will see some urban development of currently-
irrigated lands.
. Some sales of lands will not include the associated water, which is reserved for the remaining
irrigated lands.

CDIVI

4

SJD BRT Mtg #3 Summary_Final 7-9-04.doc 7/9/2004
