Dolores/San Juan/San Miguel Basin Roundtable Technical Meeting #2
Meeting Summary

. New Tier 3 option for inclusion on the list: new Spring Creek Reservoir (should be added to
the list of reservoirs contemplated in options D41, D42, and D43).
. D40 - conceptual in nature.
. Consider the new Animas River stakeholder process for how it may be reflected in SWSI;
water quality improvements in the upper basin are ongoing.
. New Tier 3 option for inclusion on the list: Montezuma Valley Irrigation Company proposal
to raise Narraguineap Reservoir spillway for expansion by about 3,OOOAF.

Supply Methodology
Kelly DiNatale presented a brief overview of the methodology to be employed in SWSI for
estimating water supplies. The preliminary results of these analyses will be presented at BRT
Meeting #3. A BRT member noted that the SWSI team should recognize the Animas-La Plata
Project as meeting some of the anticipated supply gap.

Preparation for Basin Roundtable Meeting #3

. BRT members were reminded of the following deadlines:
- Completed objectives weighting forms due back by February 24, 2004 (two weeks).
- Additional input on preliminary options list due by February 24, 2004 (two weeks).
- Comments on preliminary demand results due by February 24, 2004 (two weeks).
. Next BRT meeting will be held Tuesday, May 18, 2004 from 2 - 8 p.m. at the same location
(Fairgrounds in Durango).
. Tentative BRT #4 Tuesday, August 17, 2004.
. Rick Brown reminded BRT members that they are invited and encouraged to attend other
basins' BRTs as those meetings may be of interest to Dolores/San Juan/San Miguel
representatives where there are inter-basin issues.

Public Comments

All public attendees at the BRT meeting were offered an opportunity to comment or ask
questions of the SWSI team and BRT members as part of the evening session of the BRT
meeting. A general summary of the public comment portion of the meeting is summarized
below.

. One participant indicated a strong interest in maintaining instream flows, particularly in the
Dolores River.
. Another participant asked BRT members and the SWSI team to keep in mind that people
move here to recreate and enjoy the environment. As such, the group should:
- Strive to keep water in the rivers and consider the economic impact of these uses.
- Acknowledge the flow impacts on the Animas River of the Animas-La Plata Project.
. The last commenter noted that tourism accounts for a large percent of all jobs in La Plata
County. Therefore, SWSI needs to consider tourism needs/interests and the economic
implications of various water options.

CDIVI

8

SJD BRT Mtg #2 Summary.doc 4/16/2004
