Dolores/San Juan/San Miguel Basin Roundtable Technical Meeting #2
Meeting Summary

resulting effects (e.g., delivery of water to the project beneficiaries) will be applied to the
projected "gap," if any, between future basin supplies and demands. Mid- and long-term
options will be evaluated in various combinations by packaging them into alternatives for
consideration and discussion by the BRT. The preliminary draft list discussed by the BRT
members at the meeting is appended to this meeting summary.

Feedback from the BRT members follows. For purposes of BRT2, participants continued to use
the previously-defined Tier 1/2/3 approach, recognizing that this will later be reformatted to
near-, mid-, and long-term options. The option identification listed on the preliminary options
catalog distributed to the BRT members (e.g., option Dl, D2) was also referenced in the
discussion of options.

. Dl - This project is essentially done and ongoing.
. D2 - Tier 1 - near term.
. D3 - Tier 2 - needs permitting and should be considered a mid-term project.
. D4 - Tier 3 - there are numerous implementation impediments, but there would be
environmental benefits and possibly agricultural benefits. The goal of the project is releases
of 3,300 AF.
. D5 - Tier 2 - studying Probable Maximum Precipitation (PMP) events for sizing.
. D6 - Tier 3 - this is an alternative to the Rico alluvium project. It would be for upstream
domestic use, not agriculture.
. D7 - Tier 3 - there is insufficient demand to pay for the project.
. D8 - Tier 1 - ongoing.
. D9 - Tier 1 - discussions with CWCB on this project are underway, and project sponsors
expect that it will proceed as planned.
. DI0 - Tier 2 - intent is to firm up existing users' supplies.
. Dll - Tier 1, maybe 2 - the primary issue is that the state engineer's office's PMP estimate is
very high.
. D12 - Incorporates DI0-Dll options and is not really a separate option - this is an ongoing
process.
. D13 - Tier 3 - source of water would be the Animas-La Plata Project.
. D14 - Tier 2 - intent is to serve existing demand; requires successful ballot issue.
. D15 - Tier 2/3 - there are significant funding issues; intent is to firm up M&I supply and for
some residential growth. There may be some overlap between this option and option D12.
. D16 - Tier 3 - project would be located in designated wilderness area with some fishery
issues (potential spawning area impact); estimated yield would be 700 AFY.
. D17 - this is a package of options, with the intent of better utilization of existing supplies
(firming and expansion).
. D18 - Tier 2; discussions about the potential viability of this option are ongoing.
. D19 - Long term, Tier 2 option would benefit Pagosa Area Water & Sanitation District
(P A WSD) and the San Juan District; storage would be 14,000 AF or more with a yield of
about 10,000 to 12,000 AFY.
. D20 - Tier 3, conceptual stage; no specific projects have been proposed and there are some
potential water quality concerns; the Coal Bed Methane water would provide relatively low
production and would only produce water for a limited time.

CDIVI

6

SJD BRT Mtg #2 Summary.doc 4/16/2004
