various modules during the time leading up to the festival and are then involved in activities
related to the curriculum at the water festival.

Classroom presentations - The Conservation Youth Program has greatly increased the
number of school presentations and interest from Aurora Public Schools teachers. The
conservation youth program carries out approximately 50 classroom presentations per year.

Forests to Faucets Teacher Training- Aurora Water's Conservation and Clean Water
Program staff teamed-up to create the Forests to Faucets teacher training. This is a Project
WET based teacher training

A wards- Aurora Water's Youth education program has won the Silver Award in the 2007
Local Government Awards Program category of Community Outreach/Public Education,
specifically for the Forests to Faucets teacher training, classroom lessons and field trip
opportunities, service learning projects, the Youth Water Festival and the A WQUA Lounge
watershed education center. Also in 2006, the Colorado Alliance for Environmental
Education (CAEE) awarded Aurora Water's Youth Water Festival the CAEE Award in
Excellence in the Pre K-12 Education category.

ENFORCEMENT

Water Management Plan- Since 2002, Aurora Water has created an annual Water
Management Plan (WMP) to address drought conditions and demand response. The WMP is
a menu of options or water availability conditions that are laid out in late winter and then are
brought forward to the Aurora City Council for consideration. Through this document,
seasonal water monitors are given the authority to enforce the adopted drought stage and all
management programs that are associated with a given drought stage. This includes
prescribed day of the weel< watering, hours of allowed irrigation, and waste of water.

Irrigation plans review and inspections-In order to support and enforce the irrigation
standards ordinance, Aurora Water employs an irrigation plans examiner and an irrigation
system inspector. The plans examiner reviews all irrigation plans that are required by the
ordinance which are usually larger properties such as commercial and large properties. The
inspector checl<s all new irrigation systems being installed to verify that they adhere to the
City of Aurora standards. In 2006, 60 commercial, large HOA, and multi-family irrigation
system plans were reviewed for water-efficient design and 270 residential and commercial
systems were inspected.

Lawn permit inspections- Aurora Water has dedicated staff, in addition to seasonal water
monitors, who inspect all new lawn installations. The main objective of such inspections is to
ensure that the proper amount of soil amendment has been incorporated to the proper depth.
This ensures water savings as well as a better product for the customer. In 2006, staff
conducted 3,325 new lawn inspections to ensure proper soil amendment was added and
tilled.

16
