Irrigation Standards Ordinance-This ordinance requires all new construction and retrofit
systems to utilize industry standard design principles and efficient irrigation equipment. It
also requires that any newly developed properties where a landscape plan is required must
submit irrigation plans for review.

Water Wasting Ordinance-This ordinance prohibits water from pooling on or running
across impervious surfaces and into the street gutter. This ordinance can also be applied
during times of drought restrictions to enforce wrong day watering or watering between 10
a.m. and 6 p.m.

Landscape Ordinance-The landscape ordinance was rewritten in 2003 to accommodate a
shift toward lower water-use landscapes. This ordinance determines what the composition of
a typical landscape should be. The significance of this revised ordinance is that it reduces the
amount of turf required for front and bacl< yards as well as allowing the choice of having
only Xeriscape in the front yard.

Car Wash Reclamation Ordinance- This ordinance requires new automatic car washes
constructed in Aurora or existing car washes that enlarge their water service, expand their
square footage or remodel to more that 50 percent of the original size must recycle at least 50
percent of the water used.

RESEARCH

High efficiency new home study- Aurora is one of nine study sites across the nation to
participate in a new home efficiency study. The study examines the water use in typical new
homes versus the water use in high efficiency new homes. The results will allow Aurora
Water to predict and plan for future demand levels and possibly shape future building and
landscape standards.

Demand research with the Western Water Assessment- Aurora is collaborating with the
W estern Water Assessment to investigate the connection between price sensitivity and
various conservation measures such as water restrictions, inclining blocl< rates, indoor and
outdoor rebates, and the use of a customer feedback device such as the Water Smart Reader.

Customer survey and focus groups-In 2005, Aurora Water conducted a mail survey and
focus groups to assess opinions and behaviors related to water consumption and water
conservation. These surveys and focus groups allowed the water conservation division to
better tailor programs to fit the customer base. A follow up to these surveys is scheduled.

EDUCATION

Annual Youth Water Festival-In 2006, Aurora Water hosted the 13th annual Aurora Youth
Water Festival at the Community College of Aurora where 1,194 fifth grade students
attended and participated in numerous presentations and exhibits on water. An integral
precursor to the Youth Water Festival is the Youth Ambassador program where a number of
classes are introduced to CSAP based water curriculum prior to the festival, they study the

15
