Washer rebates- Since 2002, Aurora Water has offered high efficiency clothes washer
rebates. The washer rebates have increased in popularity surpassing toilet rebates for the first
time in 2006. Through 2006, Aurora has rebated a total 1,563 washers for an approximate
cumulative savings of82 acre feet. A rebate of up to $125 is offered for a high efficiency
washer. Currently, any machine in any tier of the Consortium of Energy Efficiency (CEE)
published list is eligible for the rebate.

Water Smart Reader-The Water Smart Reader is an innovative device that allows Aurora's
water customers to receive real time feedbacl< on water consumption in the home. The device
works on radio frequency and allows the water customer to monitor a particular water use in
the home while maintaining a monthly running total so as to allow for modification in
behavior to keep water bills within a desired level. Each unit costs $55 and Aurora Water
gives a $25 rebate to offset the cost for the water customer. Aurora Water has rebated and
installed 1,212 Water Smart Readers between March 2005 and December 2006.

Efficient Irrigation rebate- Aurora Water has offered various irrigation rebates since June,
2002. The first rebate programs focused on rebating irrigation timers that could
accommodate mandatory watering restrictions schedules. In 2004, the program was expanded
to include smart controllers and other efficient irrigation components. In 2006, the irrigation
rebate was offered to those homeowners who participated in the Center for Resource
Conservation irrigation audit program. Aurora offers to rebate half of the cost of the efficient
irrigation upgrade, up to $300 for residential properties and up to $5,000 for HOA or large
commercial properties.

Xeriscape pilot rebate program- For 2007, Aurora Water began a new Xeriscape rebate
program. The rebate provides $1 per square foot of high water-use landscape that is replaced
with a low water alternative. Applicants are required to submit their pre-planting plans for
review. Participants can also tap into the efficient irrigation rebate to switch over irrigation
systems from spray to drip, if necessary.

PROGRAMS

Water Smart Neighborhood Program-The Water Smart Neighborhood Program launched
with an initial sign-up of 18 Homeowner's Associations (HOA) and neighborhood groups in
2006. Activities include attending and making water presentations at HOA meetings and
neighborhood block parties, providing information for newsletters and websites, and
distributing information and water-saving devices. Aurora Water continues to recruit more
neighborhoods and increase efforts to get information and water-saving devices to them.
Aurora Water is developing a climate-based turf area water use guideline spreadsheet for
neighborhood groups and property management companies to assist them in tracl<ing and
managing water use.

Car Wash Certification Program- Since 2003, Aurora Water has provided best
management practice information and promoted programs for commercial customers
including car wash certification.

12
