<br />~) ,t <br /> <br />In addition to a "no action" alternative, various structural and nonstructural alternatives are <br />identified and discussed in the Corps of Engineers report. In the Phase I GDM structural <br />alternatives evaluated included reservoirs, closure structures, river diversion, levee and <br />floodwall raisings, bridge modifications and channel modifications. Nonstructural <br />alternatives included flood forecasting and warning, flood insurance, floodplain regulations, <br />raising and floodproofing structures, land acquisition, structure demolition and permanent <br />floodplain evacuation. The alternatives are described and discussed in the Phase I and Phase <br />II GDMs and are hereby incorporated by reference. The Phase I GDM identified the <br />recommended plan as the environmentally preferable alternative since it retained the island <br />preservation measure, which provided a positive contribution to the Environmental Quality <br />account. The Phase II GDM refmed the Phase I GDM recommended plan to minimize <br />adverse impacts to environmental, cultural, and social resources. The plan that has the <br />greatest net benefits over costs without unacceptable environmental and social impacts was <br />selected and recommended. <br /> <br />We have reviewed and evaluated documents concerning the proposed action; views of other <br />interested agencies; and the various practicable means to avoid or minimize environmental <br />hann from the construction of this project. <br /> <br />All practicable means to avoid or minimize adverse environmental effects have been <br />incorporated into the recommended plan. The public interest will best be served by <br />implementing the improvements identified and described in the Phase II General Design <br />Memorandum and Supplemental Environmental Impact Statement, as uPfJroved and modified? 5 / ( ,.. / ~ <br />~.
