~) ,t

In addition to a "no action" alternative, various structural and nonstructural alternatives are
identified and discussed in the Corps of Engineers report. In the Phase I GDM structural
alternatives evaluated included reservoirs, closure structures, river diversion, levee and
floodwall raisings, bridge modifications and channel modifications. Nonstructural
alternatives included flood forecasting and warning, flood insurance, floodplain regulations,
raising and floodproofing structures, land acquisition, structure demolition and permanent
floodplain evacuation. The alternatives are described and discussed in the Phase I and Phase
II GDMs and are hereby incorporated by reference. The Phase I GDM identified the
recommended plan as the environmentally preferable alternative since it retained the island
preservation measure, which provided a positive contribution to the Environmental Quality
account. The Phase II GDM refmed the Phase I GDM recommended plan to minimize
adverse impacts to environmental, cultural, and social resources. The plan that has the
greatest net benefits over costs without unacceptable environmental and social impacts was
selected and recommended.

We have reviewed and evaluated documents concerning the proposed action; views of other
interested agencies; and the various practicable means to avoid or minimize environmental
hann from the construction of this project.

All practicable means to avoid or minimize adverse environmental effects have been
incorporated into the recommended plan. The public interest will best be served by
implementing the improvements identified and described in the Phase II General Design
Memorandum and Supplemental Environmental Impact Statement, as uPfJroved and modified? 5 / ( ,.. / ~
~.
