<br />\ . <br /> <br />RECORD OF DECiSION <br /> <br />WYOMING VALLEY LEVEE RAISING PROJECT <br />LOCAL FLOOD PROTECTION <br />SUSQUEHANNA RIVER, PENNSYL VANIA <br /> <br />We have reviewed the Phase II General Design Memorandum (GDM) and Final <br />Supplemental Environmental Impact Statement (FSElS), as well as correspondence received <br />in response to coordination of these documents. I fmd the plan recommended by the District <br />Engineer, Baltimore District, U.S. Army Corps of Engineers to be economically justified, <br />in accordance with environmental statutes, and in the public interest. Thus, I approve that <br />plan for construction. <br /> <br />The project was authorized by SectionAO 1 (a) ufthe Water Resources Development Act of <br />1986, and modified by Section 101 of the Fiscal Year 1990 Energy and Water <br />Appropriations Act, and by Section 102(w) of the Water P.esources Development Act of <br />1992. The 1981 Phase I GDM and FElS evaluated various structural and non-structural <br />alternatives for reducing flood events in the Wyoming Valley. A Record of Decision (ROD) <br />was signed for the FEIS on 3 November 1988. The Phase II GDM is a refinement of the <br />1981 Recommended Plan, based on more detailed design and further analyses. A <br />Supplemental Environmental Impact Statement (SEIS) was prepared for the Phase II GDM <br />due to changes in proposed project actions and new information on existing conditions and <br />potential effects. The proposed plan recommended by the District Engineer and approved, <br />as modified by the Assistant Secretary of the Army (Civil Works), consists of the following <br />features: <br /> <br />* <br /> <br />Raising of existing local flood protection levee systems located in Wilkes- <br />Barre/Hanover Township, Exeter, Swoyersville-Forty Fort, Kingston-Edwardsville, <br />and Plymouth, an average of 3-5 feet. <br /> <br />* <br /> <br />Implementation of structural and non-structural measures to reduce project related <br />adverse impacts. This may include the raising of the Sunbury floodwal1/levee, bridge <br />removal at Bloomsburg, implementation of a flood reduction program, flood warning <br />and response program, and a floodplain management program.. Also, a flood <br />insurance voucher program and an inflatable dam may be pan of the mitigation plan <br />as non-federally implemented elements; <br /> <br />* <br /> <br />Mitigation for a less than one acre of emergent riparian wetland; <br /> <br />* <br /> <br />Minor recreational facilities; <br /> <br />* <br /> <br />Allowance of credit for mechanical and electrical work to 13 existing storm water <br />pumping stations under Section 102 (w) of the Water Resources Development Act <br />of 1992. <br />
