<br />Chatfield Reservoir Reallocation Project Coalition Coordinating Committee <br />June 5, 2007 -1:30 p.m.-3:30 p.m. <br />Colorado Foundation for Water Education - 1580 Logan Street, Suite 410 <br /> <br />Summary of Meeting <br /> <br />Attendees (list attached) <br /> <br />Introductions <br />Tracy Bouvette opened the meeting and asked attendees to introduce themselves. <br /> <br />Chatfield Reallocation Project Preliminary Project Schedule <br />Tracy reviewed the updated project schedule that he prepared (see attached), as a <br />lead-in to the presentation and discussion of the CWCB loan program. Highlights: <br />Despite the length of the overall schedule, the loan program deadlines are coming up <br />this summer. He noted that based on the current schedule (albeit preliminary in <br />nature) wet water won't be achieved until 2013. The schedule is a work in progress <br />and represents five sections, including USACE Decision Process, CWCB Project <br />Funding Process, State Parks Implementation Process, USACE Implementation <br />Process and Other Issues. <br /> <br />John Hendrick asked about the schedule for the 2008 Colorado Legislature project <br />bill. Dan McAuliffe walked through the legislative calendar, emphasizing the early <br />deadline for loan applications and the goal of CWCB to set aside enough money for <br />Chatfield projects in next year's bill. He said there are many other projects in the <br />state and only a finite amount of money available; securing a total sum for Chatfield <br />now is necessary. Dave Geiger raised a question regarding whether State Parks <br />funding should be reflected in the schedule. He said State Parks needs time to get its <br />FTE (employees) request into the Long Bill and has to have dollars in place before <br />going ahead with hiring. Tracy suggested that this will become an issue for the <br />Recreation subcommittee. Dave said he wants to make sure that we're right on the <br />timing issue. <br /> <br />Action Items.' <br />· State has requested that all water users either <br />o Apply for a loan by August 31, 2007; <br />o Provide a letter offinancial commitment (more detail provided below <br />for each option). <br /> <br />CWCB Construction Loan Program <br />Kirk Russell with CWCB was introduced by Tracy. Kirk introduced others from the <br />Construction Loan Program professional staff, including Mike Serlet, Bruce Johnson <br />and Vaughn McWilliams. (Kirk distributed information on the CWCB Water Project <br />Loan Program. See attached.) Kirk noted that in general up to 90 percent of the <br />project costs may be financed through the raw water loan program. Interest rates vary <br />depending on the user. The rate for agricultural use is 2.25 percent. Interest rates are <br />based on state-wide average household medium income. Any loan application that is <br />at the $10 million level or lower can be processed at the monthly CWCB meeting. <br />Loans over $10 million must be submitted by August 31, 2007, which then goes into <br />the 2008 project bill. Per state statute a water conservation plan must be in place <br />
