<br />follow-up question was how do we keep EPA engaged in the process to avoid a Two-Forks <br />replay. Eric indicated that five copies of the Final Draft FR/EIS will be forwarded to EP A <br />for review and comment and that prior to that time USACE and presumably CWCB will <br />need to re-engage EP A in the process. <br /> <br />Denver Water Department - Dave also indicated that the situation between Denver Water <br />Department and State Parks will need to be addressed in some way regarding the pumping <br />of Denver Water Department's conservation pool since it may impact the design and <br />performance of some recreation facilities since the nine foot Denver Water pool fluctuation <br />would likely add to the twelve foot reservoir level fluctuation associated with the <br />reallocated storage. <br /> <br />Environmental Mitigation - The meeting attendees discussed various outstanding issues <br />that surround the development and preparation of the environmental mitigation plan that <br />will be part of the FR/EIS (noting that Eric explained that the current Tetra Tech scope of <br />work and intent of the USACE is that the mitigation plan will be a conceptual plan only <br />and not contain a detailed design of either environmental or recreation mitigation). The <br />questions/issues that were discussed included: <br /> <br />. When will the fisheries and water quality issues be included in the environmental <br />mitigation evaluations? <br />. Is the impact of recreation mitigation on the environmental mitigation being included in <br />the current impact analysis? <br />. When will we have a better understanding of when impact and mitigation evaluations in <br />the FR/EIS Chapter 2 and 4 will be made available to the subcommittee? <br />. When will more offsite/onsite mitigation options be evaluated including increased <br />federal land ownership to hold wetlands and mitigation areas? (Eric indicated that no <br />more federal lands will be needed to fulfill project mission). <br />. When will we establish how many FTEs will be needed to manage mitigation <br />activities? <br /> <br />Next Meetings <br />The subcommittee will next meet on July 19th from 9 to noon to discuss the EDA W <br />contract, how Tetra Tech and USACE will manage the trees, and how State Parks will <br />manage staging of park construction. The August ih Coordinator Committee meeting will <br />look to discuss water contracting issues. <br /> <br />3 <br />
