<br />Chatfield Reservoir Reallocation Project Coalition Coordinating Subcommittees on <br />Environmental and Recreational Mitigation <br />June 27, 2007 - 9 a.m.- noon <br />Colorado Foundation for Water Education - 1580 Logan Street, Suite 410 <br /> <br />Summary of Meeting <br /> <br />Attendees (list attached) <br /> <br />Introductions <br />Tracy Bouvette opened the meeting and asked attendees to introduce themselves. <br /> <br />Meeting Purpose <br />This the second meeting of the subcommittees on environmental and recreational <br />mitigation, which CWCB directed the Coordination Committee to establish. The goals of <br />this meeting were not as definitive as those for the previous meeting; however, this meeting <br />was used to: <br /> <br />. Discuss scheduling issues related to State Parks post FR/EIS activities and related <br />State Parks contracting issues; <br />. Discussion of gaps and unknown issues related to the FR/EIS; and <br />. Development of agenda items for the next subcommittee and Coordination <br />meetings. <br /> <br />Schedule Issues <br />To begin with, the meeting attendees were reminded that CWCB needs to receive <br />legislative authority to negotiate a contract with the USACE. CWCB will be working to <br />gather information from USACE regarding their contract and agreement terms, and will use <br />this information to develop both legislative authority and develop contracts with the <br />individual water users. Rick McLoud suggested that USACE create separate contracts with <br />each water user. Tracy indicated that the CWCB has already indicated that they are going <br />to enter into the agreement with the USACE, and that the USACE would greatly prefer this <br />arrangement - sense it simplifies the contracting effort and it simplifies the requirements of <br />the FR/EIS. Rick indicated that the contract/ agreement needs to be a permanent agreement <br />for water storage and not a long-term lease from his perspective. <br /> <br />The key issue for the water users is therefore to identify the size and timing of financial <br />commits to their water contract with the CWCB. This issue will be evaluated and <br />characterized through collective efforts over the coming months. <br /> <br />A discussion of State Parks contracting for design and construction services ensued led by <br />Dave Giger. State Parks is currently under the impression that committing State funds to a <br />design contract could be based on the Final Draft FR/EIS (as opposed to the ROD), which <br />is expected to be available in late part of calendar year 2008 (note that Eric Laux indicated <br />that the draft ROD would likely be available at about the same time as the Final Draft <br /> <br />1 <br />
