work focused on environmental mitigation. The work of the co-facilitator, project
management work if we hire someone for this, Fourth item is placeholder, might be legal
help, some other help. Gesstimate. $364K, dividing them up on payments, what each of
us need to budget if the instream folks don't help us out. But they are helping us out, and
next page is new figures. Denver Water is here, and they will say they will help us out,
but this is what is intended. Not specifically on the agenda, but though people should
have it. Then we have this committee, and the committee has been working, formation of
the new entity is one of our new efforts. Bring on board the environmental consulting,
they are on board and under contract, Steve Doherty and Mary Powell, been working,
low level meeting to cover what has been done so far, where are we going, what would it
look lie, Chapter 3 and 4 ofEIS. Talked about getting approvals, came out with several
action items and new possible approach. Steve Doherty working up something. Second
part here, facilitator, actually been 9 different people interviewed or talked about, I have a
second handout, this lists what we are looking for win this person. We are behind
producing this product, we are 5 years behind, we are watching the Corps do this. Come
to a screeching halt, for various reasons. We know its complex, many entities, all 15 can't
come to all of these meetings, if we had an advocate, support to management, maybe this
would be more efficient. Single person representing the 15 entities. Where are we?
Several people have declined. Others we interviewed, but not sure right person. 2 others
yet to interview. No RFP, been targeting people who know about EIS, Corps processes,
local water development issues, and some of the personalities involved here. It's a
challenge, not ready with specific recommendation yet. Mentioned Katie Fendell, but no
actual recommendation. Could do RFP, get a lot more candidates. 3d, is this handout.

Britta: Got several firms, but don't want a firm, want a person.

Teresa: What if they put up an individual?

Rick: Weare looking for a specific type of individual. Been looking at people working
with Rueter-Hess and other EIS.

4) Capitol Representative Report

David: (Handout Books on Congressional Briefing Documents). Went back in
September, Dan, Rick, Vaughn, Gary Hermann, Frank Eckhert, had a good meeting. We
ran through the same schedule, opened up with meetings with Corps, spent hours with
them, they responded well to us, had key people there. Staff names for update. Posed on
web site, Steve trying to help with cost of storage issue. This was in the Senate WRDA
bill, but didn't make it (now on house floor to override veto). Process moving forward.
Any other questions on DC summary. Open it up?

Anne Bonnell: Looking at the notes, water to store in Chatfield 5 out of 6 years, anything
above zero... a misconception?

Tom: One of the questions directly asked to Corps headquarters, is Steve Cohn, is
looking at that very 5 out of 6 years average, Chatfield could see some storage, it could
