Curry whipsaws <br />this bill every year for her benefit, she needs to be convinced that CWCB is not getting <br />broad authority to own storage space and built projects, as it relates to the water that runs <br />out of the state. <br /> <br />Rick: She seems to feel that this bill and the water partnership together changes the <br />CWCB.. .it notches us up and can do a whole lot of things you hadn't done in the last 70 <br />years. She was definitely sending out signals, whole new of the changing of the status <br />quo. <br /> <br />(?) Looking at ability to purchase ISF <br />rights, storage for ISFs, concepts were crafted while I was there, no subterfuge, simply <br />becoming more effective in utilizing the CWCB. If all can work on the language, there <br />would be a degree of comfort of water users that isn't going to be CWCB storage, it will <br />eventually belong to people who bought, paid for it. <br /> <br />Tom: But for efficiency sake, it would be CWCB as the broker. <br /> <br />Rick: And after each entity contracts with CWCB, paid off, what happens, is there title, <br />or lease? <br />
