the need to go offsite is definitely there. Eric pointed out that he hopes
onsite mitigation would be the cheapest because the COE and State own
the property already. Tom said that it's going to take a combination of
both onsite and offsite mitigation. The mitigation plan is giving priority to
areas in the Park before looking offsite.
. Ann pointed out that wetland mitigation is not always successful and that
contingencies need to be built into the plan. Benchmarks should be
identified to monitor and determine what the success rate is. Gary added
that USFWS is requiring 5 years of monitoring of mitigation projects. Eric
added that the water contracts will include stipulations for mitigation.

6) Recreation Analysis
. Meeting attendees concurred that the Recreation Analysis has been
covered to everyone's satisfaction in earlier meeting agenda items.
. Dave added that the EDAW map using NGVD 29 datum will be used
throughout the analysis-at one point in time there were maps in two
different datum formats but that has since been resolved. Tetra Tech and
the Corps will also use the 1929 datum.

7) Meeting Wrap Up, Action items and Next Meeting Date
. Question from Rick to Tom Browning: What is the status of the Seismic
Study? Tom said that there is not much to report and that they are finding
creative ways to make sure the Seismic Study gets funded. They need
about $100,000 and have come up with several ways to fund it and are
currently trying to decide which option is the best.
. Question from Rick to Tom Browning: How long do we have
Congressional funds lined up? Tom answered that the Continuing
Resolution is expiring this week and Congress will go under another one
until December. Tom believes that the funding situation is looking good
for the near future.
. Action Item: Chuck will send Cooperators the spreadsheets he used to
come up with the estimates presented in his slide show so that they can
recheck aspects of the calculations relevant to them.
. Next meeting-Thursday, December 13, 9:00 at Tetra Tech.

6

Tetra Tech
