Rick asked where the numbers for the estimates came from-Chuck <br />answered that the gravel pit estimates came from the Cooperators, the <br />groundwater estimates came from the South Metro Water Study and the <br />Large Chatfield estimates came from the Cooperators and other studies. <br />. Gary added that the environmental mitigation costs are based on a small <br />dataset of projects, and asked that the water users and others provide <br />cost information on other mitigation projects that they've been involved in. <br />. Katie added that for the gravel pit numbers that they provided the <br />estimates only included what it takes to get the pit in the ground. They do <br />not include the cost of rehabilitation for pipelines, farmland dry-up costs or <br />for the expense of water right transfers. <br /> <br />5) Environmental Mitigation <br />. Tom Ryon presented slides on the status of Environmental Mitigation that <br />included the following information: <br />o Tom has conducted site visits that included Fred Rios and Karen <br />Sitoski (CO E) in order to understand potential for specific projects. <br />o He looked at critical habitat for Preble's in the Upper South Platte <br />the first week in November during a field trip with Pete Plage <br />(USFWS) and Denny Bohan (USFS). The goal is for the mitigated <br />land to be in the South Platte River Basin. Tom identified a lot of <br />areas above Strontia Springs Reservoir as critical habitat units. <br />o On such a large project it will be hard to go project by project for <br />mitigation-a new strategy has been discussed with ERO <br />Resources and the COE called the "Systems Approach". This <br />concept involves looking at the entire watershed that Chatfield is in <br />and how the mitigation can enhance the entire watershed and not <br />just the site being mitigated for. This is different from the "acre per <br />acre" approach that has been discussed before. <br />o Tom will have a meeting with Pete Plage about the Systems <br />Approach and talk about how it might tie in with other goals that <br />Fish and Wildlife might have. It might help them achieve their goals <br />with Preble's as well as help with Chatfield Mitigation. ERO <br />Resources will also have input. They want buy-in from Fish and <br />Wildlife in order to make the Systems Approach successful. <br />o The latest update on the Preble's Mouse is that it is proposed for <br />delisting in Wyoming (not Colorado) based on two factors- <br />genetics and recovery. Everything will remain the same until the <br />final ruling sometime next year. Critical habitat will be evaluated in <br />the future and things may change. <br /> <br />. Ken Brinks asked Tom Ryon: How much emphasis is going to be put on <br />mitigating within the park?
