Environmental Restoration-Gary received a copy this
morning and will be able to include it in the Preliminary Draft.
15. Parks/EDAW Report-Report is complete; EDAW is working
on reformatting to an 8.5x11 format for the FR-EIS.
. The Fish and Wildlife Coordination Act Report will go in the draft but not
the Preliminary Draft. The Biological Assessment will be in the final only-
not in the Preliminary Draft or Draft. This is because Fish and Wildlife only
wanted to comment on the "preferred alternative" and that decision only
comes after the Draft is released. The Coordination Act Report, Biological
Assessment and Biological Opinion have to be finalized before the ROD.
. Question from Rick: When is the preferred alternative decided? Eric said
the COE determines but it won't be decided until it goes to the public.
. The COE plans to give Tetra Tech a reviewed version of Chapter 2 by the
end of the week.
. Chapters 1, 3, 4, and 6 are ready to be included in the Preliminary Draft
(some holes are still being filled). Chapters 5, 7, and 8 cannot be finalized
until after the public comment period.
. Question from Rick: When can you give the Cooperators a copy of the
Preliminary Draft? Eric is getting a CD copy today to begin his review and
he doesn't want to put a date on when it will go out to the cooperators.

3) Water Quality Modeling
. Gene Weglinski (Tetra Tech) said that the water quality numbers have
been revised based on the COE revised hydrology model. With the new
model residence times increased (the pool lasted longer) but there was
not a significant change in overall water quality.
. Bacterial loading didn't change. There was a slight increase from the
previous version in phosphorus and nutrient amounts and a slight
decrease in metals.
. The water quality impact assessment (for Chapter 4) is in progress-the
new model results will be compared with water quality standards.
. Katie Fendel (Leonard Rice Engineers/City of Brighton) wanted to know if
mitigation will need to begin based on the new water quality numbers.
Rick reiterated that the Water Quality Working Group is waiting anxiously
for this data because they anticipate environmental impacts and they want
to talk about them soon.

2

Tetra Tech
