Rick: TT needs to change their work?

Tom: That's what I believe at this moment.

(?) : Additional impact? No one wants to say that?

Bill: Primary reason is urgency, why we are bringing these guys on board?

Tom: We have a SOW.

Bill: If this work is in the EIS for TT, why are we brining these guys on board was the question.
To speed the process? Control the answers?

Ronda: It wasn't to control the process. It was to say, is there something more to look at?

Rick: We are at a process where one side says you owe us mitigation, we wanted someone on
our side of the table to see if we have the best solution at the lowest cost. Other side threatening
we may not even do this. May have to settle for less. That's why we have expertise to know the
way these things are figured out. All the components to come to best mitigation plan to
accomplish most and least price. That's the reason.

Bill: That's what I said? You said it better.

Rick: Trying to play by the rules, and a little part of this is how long its taking TT and Corps to
get this done. The folks brought in know Chatfield, they worked for 10 years.

Ken: That answers my questions, to expedite process by bringing in experts.

Rick: Don't know what kind of experience they have in doing this. If there are better answers
out, that's what this is.

Karen: A guy came in our office, this is a public comment, asked how come you can't just dig
more gravel pits?

Rick: He called me also.

Karen: Public is looking at and is concerned. He was a fisherman and knew how they built the
dam, and its something we can expect.

Tom: I want to go back to Ken's question. Referring to the SOW between the Corps and TT. I
could not tell you what is in it right now, I've seen bits and pieces, pretty general, not a lot of
detailed information in that SOW. TT is responsible for all of it, however, it's in our best
interest to have processionals to be eyes and ears for this group to look over this stuff, I'm not an
environmental expert, don't know all the things to recognize. To have someone onboard to look

6
