Washington DC Meetings and update (Tom Browning)
· Recently met senators on Capitol Hill to gain support for continued funding for project.
o Feel that we have congress' attention.. . optimistic about funding support from Congress for
FY07 and FY08 to finish study.
o While Scn Allard began the meeting in an upset mood due to a misunderstanding, he began
to wann up to the project. According to him, it appears to be a medium priority, as he has
another project which he would like to ensure gets funding.
o Both Senators wrote in $500k within the 07 budget Senate markup for Reallocation Study.
o There appears to be no support on the house side.
· Met with OMB representative (Jim Mietus) for 2 hrs. He appears to be an advocate for the
project.
o According to Jim, "environmental infrastructure" is the new buzzword for water supply.
Word use is very critical to gaining support for a project such as this, as water supply
projects lose favor in the president budget. Thus, when discussing with higher ups, need to
be strategic with word usc.
o With this knowledge, we should make OMB aware ofCOE policy (Corps Strategic Plan,
Environmental Operating Principles, Env. Restoration, etc). Need to be creative in using
appropriate language from these policies and stress multipurpose concept, that is, water for
traditional as well as environmental purposes.
o It sounds like we are going to be in a long lasting CRA (continuing resolution authority)
next year.
. 06 funding
o Fed dollars are cunently nearly gone. COE to send letter to ewes to request sponsor
money in order to continue study at current ratc.
o Corps is working to extend Tetra Tech's Contract
· WRDA It appears that WRDA has some life in the cunent session, and has a good chance of
passmg.
o Marty thought that current version (joint version) lost the "ecosystem restoration" wording
that we pushed to get put into law. This means that we will need to work on stretching the
