<br />SPWRAP Staff (May 14), and Gary will check on the questions raised and will report back on his <br />findings. These two entities are also looking for guidance from the CWCB regarding how <br />SPWRAP membership could be guaranteed through the terms and conditions of the water <br />contracts. <br />· Special entity classification(s) were recently created, through coordination with Kevin Urie <br />(Denver Water and SPWRAP representative), to account for entities such as South Metro WSA <br />and Center of Colorado WCD. The special cases are in the process of being approved by <br />SPWRAP (a non-profit organization; more information available at www.spwrap.org) <br />· Tetra Tech and the Corps will meet with USFWS (Sandy Vana-Miller) to discuss how the ESA <br />issues regarding South Platte endangered species will be addressed (streamlined BA and BO) as <br />part of the FR/EIS. Tetra Tech will keep the team apprised of any decisions or findings. <br /> <br />State Parks - Recreation Impact Study Update (led by David Giger and Brad Buckner): <br />· State Parks is working with EDA W to finalize the recreation impact Phase II study for distribution <br />to project interests. Tetra Tech is incorporating the EDAW report into the FR/EIS document. <br />· EDA W will be contacted to verify that the revised reservoir modeling results from the Corps have <br />been reviewed for the purposes of the recreation study. The recreation study focused on impacts <br />and needs for the 5444' water surface elevation, and did not necessarily look at specific impacts <br />due to daily fluctuations in the reservoir. <br />· The EDA W study only analyzed the 20,600 AF alternative. Additional analyses are needed for the <br />7,700 AF alternative. State Parks will attempt to contract directly if possible to complete the <br />additional work for incorporation into the FR/EIS. <br />· The CWCB is ready to assist financially and contractually if needed to ensure that the additional <br />recreation studies are completed. The EDA W cost estimate for additional work is approximately <br />$20,000. If additional analyses are needed to incorporate the revised USACE modeling into the <br />20,600 AF alternative, the EDA W scope for this next will be adjusted accordingly. <br />· State Parks recognizes that there will be impacts to recreational users at the facility due to <br />proposed reservoir fluctuations. Those impacts have not been quantified at this time. <br /> <br />Seismic and ground motion studies for Chatfield and Cherry Creek reservoirs (led by Eric Laux): <br />· The Corps is taking a hard look at dam safety issues across the U. S. due to issues resulting from <br />Hurricane Katrina and flooding along the Gulf Coast. This national policy has implications to the <br />Chatfield project. <br />· An SSR was completed in 2004 for Chatfield, and it identified a need to conduct the first portion <br />of a Phase I study to assess the dam's ability to withstand seismic activity. The cost of the Phase I <br />study is approx. $60,000 and could be paid for through Corps O&M funds (100% federal). <br />· Unfortunately, the Chatfield Phase I study is slated for 2008, but there is a request from Eric Laux <br />to move the study up to 2007 to assist with avoiding delays in the Chatfield FR/EIS Record of <br />Decision. <br />· In the event the FY 07 funds are not made available to the Chatfield project for the Phase I seismic <br />study, the Reallocation team will be faced with either a) funding the project to assure its timely <br />completion, or b) delaying the ROD by up to a year. <br />· John Palensky (Omaha District Corps) is coordinating with Tom Browning and Eric Laux <br />regarding similar studies at Cherry Creek Reservoir. There may be some efficiency to conducting <br />both efforts simultaneously, but the two studies are considered to be unrelated for business <br />purposes. <br />· Eric Laux will keep the team posted on any news related to this study. <br /> <br />3 <br />
