Develop a recreational mitigation subcommittee <br />2. Develop an environmental mitigation subcommittee <br />3. Determine which water users need CWCB/state financial assistance regarding <br />the costs of storage and related mitigation <br />4. Develop more deliberate feedback and communications with Tetra Tech and <br />the USACE on the EIS/FR <br />5. Develop a plan for the reservoir operations plan. <br /> <br />. Dan envisions two subcommittees of the coalition - one to work on recreation <br />mitigation and one to take on environmental mitigation issues. He asked that <br />Tracy take on the staffing to organize these two subgroups. He said portions of <br />the work these groups would do are beyond the scope Tetra Tech currently has <br />and it would cost a lot more time and money to add them. He said the EIS will <br />have to have at least three alternatives in each of these areas: <br /> <br />. The full 20,600 acre feet increase in water storage alternative <br />. The no-action alternative <br />. Something in between <br /> <br />The subcommittees can work on developing the recreation mitigation plan and <br />the EDA W Phase II report will help get that going. Victor Anderson said that <br />without seeing Chapter 4 of the EIS from Tetra Tech they will have a hard time <br />assessing the "impacts." He said they have been asking for that for many months. <br />Others chimed in on that comment. <br /> <br />. Discussion with State Parks ensued as Dave Giger said they will not be able to <br />begin design of mitigation until money is appropriated by the legislature <br />specifically for them to do design and add FTEs to undertake the work. Even then <br />it will take three years to develop a plan. Dan said that is why we need a coalition <br />subcommittee to begin work now on the issues and to be ready to help with <br />information relevant to the design. They also said they needed to see the ROD <br />before being able to begin design. Dan walked them through the interface <br />between CWCB project bill funding and the State Parks immediate funding needs. <br />He said CWCB has flexibility to advance funding to other entities within the <br />Department of Natural Resources on this project. <br /> <br />. Dan said the environmental mitigation subcommittee may have to be on <br />standby for now, but will work with the Corps on Endangered Species issues, <br />mitigation cost estimates, etc. <br /> <br />. Dan said an intersection between the environmental mitigation and recreational <br />mitigation could, and likely will occur in the future and could mean that <br />subcommittee work would move both issues along more quickly. <br /> <br />2 <br />
