<br />- 2 - <br /> <br />the pool levels at the reservoir and that Gary Lein in Omaha is doing the modeling for downstream <br />flooding and impacts. The two efforts are separate but create water surface profiles that are used in the <br />analyses. <br />. IOO-year Water Surface - Bill Ruzzo of the Denver Botanic Gardens (DBG) expressed concerns on <br />behalf of the DBG Board regarding the 100-year flood level and duration under the 20,600 AF storage <br />pool scenario. The water surface above the dam for the 100-year flood may impact the D BG lands. Joel <br />agreed to make this information available to Bill Ruzzo to assist in addressing his board member <br />concerns. <br />. Operational Model and Report - Concern was expressed about the final operational model results and <br />a final report for this effort. Specifically, that the most current information be available for EDA W to <br />use in the recreation study. The Corps and Tetra Tech explained that the data and results from this <br />effort have been made available to everyone and that a final report would be more centered on <br />documenting methodologies and writing up the results. The operational model results will be used <br />heavily in the analyses and the data/final report may be a new appendix to the FRlEIS. <br />. Water Quality Analyses - There is an internal draft report based on the modeling effort that has been <br />completed. The draft report will go first to the Corps for review, and then to the Water Quality work <br />group for review. The report will be made available to the overall project group once it's finalized. <br />. FR/EIS Progress -Chapters 1 (Purpose and Need) and 6 (Public Involvement) have been submitted to <br />the Cooperating Agencies for review. An internal draft of Chapter 2 (Alternatives) has been completed, <br />and additional information on the no action alternatives and costs is being requested from the Water <br />Users for inclusion in the draft. A draft to the Corps is expected by late April. Chapter 3 (Affected <br />Environment) is under Corps review and is expected to go to the Cooperating Agencies during the week <br />of March 13. Chapter 4 (Environmental Consequences) is underway, and Joel's results for the 5' pool <br />increase will be added to the evaluation. This chapter is a major component of the EIS; scoping <br />comments are used to focus the analysis. Chapters 5 (Selected Plan) and 7 (Conclusions and <br />Recommendations) will be prepared later in the process, after completion of Chapter 4. Chuck <br />Hillerson (Tetra Tech) is working on Flood Discharge Damages with Gary Lien (Corps) and the Cost of <br />Reallocation with Gene Sturm (Corps). Tetra Tech and the Corps will coordinate with Pete Plage <br />(USFWS) to develop a schedule for the Biological Opinion (BO), Section 7 Consultation, and <br />evaluation of depletion issues. Tetra Tech has received funding from the Corps for the 2005 Plant <br />Survey report, and a draft will be submitted to the Corps by March 31, 2006. <br />. Cooperating Agencies Review - There is only one eligible entity among the Water Users Group that <br />has not responded to the Corps offer to be a Cooperating Agency. That entity is Castle Rock and they <br />are being re-contacted. <br />o Western Mutual Ditch Company and Parker Water & Sanitation District had submitted letters to <br />the Corps by the time of the meeting. <br />o There is a new representative for the Town of Castle Rock. Mark Scott in their Water Resources <br />department replaced Jeff Garami. The CWCB and the Corps will contact Mark Scott to get him <br />up to speed with the project. <br />o Arrangements were made to have the Audubon Society participate as a "special technical <br />advisor" which is a similar status to cooperating agencies. Audubon will receive draft chapters <br />of the FRlEIS report and provide comments as well. <br />o Chapters 1 (Purpose and Need) and Chapter 6 (Public Involvement) have been emailed out to <br />the Water Users and the Corps is awaiting comments. There is a form attached to the emails that <br />is supposed to be to enter comments line by line. Chapter 3 (Affected Environment) is very <br />close to being emailed out for comments. <br />o The Corps will send out a request for additional information to help Tetra Tech develop the cost <br />analysis portion of the FRlEIS. The information is requested by March 21, 2006. The <br />information will also feed into Chapter 2 (Alternatives). The purpose is to identify all costs <br />with developing each alternative and ensure that all the items included in the cost aspect are also <br />included in the environmental impact analysis.
