allow partial water storage to take place if that would help
avoid impacts to the construction efforts. This is not to
imply that anything but the most rapid completion of
mitigation activities would be found to be acceptable.

. Economic analyses
o Confirm that direction as agreed to in the Aug. 9th meeting
is valid
o Deal with the groundwater alternative by proving that it is
not the least cost alternative.
o Is there a true need to have water demand descriptions from
each of the 15 Water Users even though CWCB is the only
contracting entity with Corps? (e.g. can we just use SWSI
as originally planned?)
o PDT RECOMMENDATION -The analysis focuses only
on M&I, and the sponsor is willing to forgo the cost share
on Ag. The economic feasibility analysis will show the
following: a.) Composite water demand of the proponent,
b.) We will take conservation into account (although it
really only is an attenuation of actual demand - it will be
described from a point of view of social acceptance and for
elimination of unacceptable measures), c.) Groundwater
will be investigated as a potential alternative, both alone
and in a conjunctive use with other sources. d) Water
demand will be considered over a sufficient period during
which Chatfield can be shown to be fully utilized.] e.) The
economic study period is set at 50 years. Demand will be
aggregated based on reasonable and practicable, most-
likely, least cost alternatives for reallocation. Information
currently in hand is believed to be sufficient for this
exerC1se.

. Seismic issues
o Continue funding ground motion study and related SSR
Phase I work
o Make a case that if there is a seismic deficiency at
Chatfield, it's a pre-existing condition that needs to be
fixed by the Corps regardless of the reallocation. The
reallocation itself will not necessarily make seismic issues
worse.
o PDT RECOMMENDATION: A final Phase 1 Special
Study may not be needed for the approval of the
Reallocation Feasibility Report. An evaluation to
determine a pre-existing condition would do. If a pre
existing condition is found to exist, and the problem is not
significantly exacerbated, either in probability or in

5
