~ S~~!~I~I~!~~

November 11, 2005

TO:

Chatfield Reallocation File

FROM:

Rick McLoud

SUBJECT:

Coordination Meeting Held on November 3,2005

ATTENDEES:

Paul Flack, Rick McLoud, and Martin Timmerwilke (on the phone
from Omaha)

Both Joe Busto and Tom Browning were unable to attend this meeting. The intention of
these coordinating meetings, held every couple of weeks, is to have a smaller group of
involved individuals meet and discuss the status of the various components of the
Chatfield Reallocation project and identify what actions might be taken to help with the
coordination and efficiency of the process. The following items were discussed:

The Environmental Impact Statement
On October 25,2005, the Corps of Engineers (COE) distributed to identified interested
parties a letter discussing their potential role as a cooperating agency and who might be
the contact person. Cooperating agencies will receive drafts ofEIS documents for review
with the intention that their inputs help to produce as accurate and complete a document
in as short a time as possible. Marty mentioned that this process was not initially
anticipated by Tetra Tech (consultant to the Corps for the EIS) and may end in some
additional expenses to Tetra Tech to handle the additional comments from cooperating
agencies. This will be further discussed at the next Chatfield meeting on Nov. 17,2005.

Operations Model
Marty discussed that he had spoken with Doug Clemetson and determined that the use of
the operational information recently supplied from the water users has allowed the Corps
to make several computer runs using the operations model. An update of this process
will be given by Doug to the larger Chatfield group at the next November 1 ih meeting.

Antecedent Flood Studv
Marty confirmed that the Bureau of Reclamation is in the middle of conducting its
independent technical review of the previous prepared Corps study and that there review
should be completed by November 15th. An update of this process will also be given by
Doug at the November 1 ih meeting.
