Plan for potential climate change and drouglrt <br />Eric Wilkinson: <br />Water Supply Reserve Acct: applications are piclang up, many more <br />coming in; September is the month that the IBCC will look at apps for <br />statewide acct; 19 applications will be in front of the CWBC in Sept; <br />application form has been revised; more strict in how submtted; must be <br />submitted in electronic format so that parts can be taken out and put into <br />the contract between state and applicant; because of reduction in <br />severance tax funds, now we will have $6 million this year and then the <br />time extended for one year; thus, total of $42 million (2 YEARS OF 6 <br />AND 3 YEARS OF 10); extensive conversation re: $6 million and how <br />this would be allocated between basin funds and state funds: 80% pull out <br />of state fund and about 20% pull out of basin account; thus, 30% will be in <br />basin acct (1.6 million) (4.2 million or 70% into state account); thus if <br />applying for statewide fiulds, less for March application; grading or rating <br />of those statewide fiends for March dispersal; <br />Water Supply/Demand: Discussion of SWASI studies; everything has <br />been condensed into two phases and accelerated; and will be done by <br />2009; <br />Gunnison Rdtable presentation; interesting presentation on diversity in <br />Gunnison Basin; <br />Discussed CO Future's Water Panel formulated by DU; presentation <br />made; problem with report is implication that conservation in ag sector <br />would yield additional water; not a realization in this panel that water <br />efficiency in ag sector, particularly in water-short parts of South Platte, <br />will result in less consumptive water; not a realization of return flows as <br />being crucial to riparian areas and water availability <br />Time table for ag alternative study: CWBC needs volunteers...no time <br />table, today or later, need participants; practical study <br />Bill Jerke: Airy one interested can get in contact with Viola or Rick Brown <br />• Legislative Report: None as of this date. <br />South Platte Task Force Meeting: <br />Harold Evans: Final meeting last Thursday; 18 items brought before task <br />force for consideration; 9 approved to be presented to Governor <br />1) to encourage continued support of new storage of all types-new <br />reservoirs, dredging, rehabilitation, and ground water storage <br />2) to encourage general assembly to support of fiinding and <br />completion of South Park support system-major modeling of <br />South Platte <br />3) request that CO Supreme Ct look at comprehensive review of <br />water court system <br />2 <br />
