South Platte Basin Roundtable Meeting Minutes <br />September 11 2007 <br />Weld County, Colorado <br />Please contact Lisa McVicker for any changes or corrections to the minutes: <br />mcvicker~gwest.net <br />Corrections to minutes of August 14: Despite the alleged alien presence in South <br />Park, Joe Frank and Jim Yahn did not actually switch identities; this was a human <br />error on the part of the Recording Secretary. <br />NEXT MEETING: Tuesday, October 9, Weld County Service Building, Longmont, <br />Colorado: IBCC meeting in conjunction with south Platte Roundtable meeting <br />L Standard Reports: <br />• IBCC Report: Mike Shimmin prepared an outline of IBCC presentation <br />on South Platte; Eric Willcinson provides detail: <br />1. Water Supply Reserve Account Grant Status Report: 12 projects under <br />contract; six more approved; contracts not signed; 19 additional <br />application pending, new version of application on CWBC website; note: <br />electronic format; detail on split of money: 30% to basin account <br />($1,800,000 or $200,000 per basin), 70% to statewide account <br />($4,200,000) <br />2. Establish guidelines for awarding grants to study alternatives to ag <br />transfers. CWCB and new $1.5 million to fund grant program; pilot <br />projects to study new ways to make water available from farms for <br />different uses without permanent dry up of the farms. CWBC wants input <br />from roundtables. <br />3. 111put for Scope of Work-Colorado River Basin Water Availability <br />Study. 3 work phases. Revised draft to be sent to each roundtable for <br />additional comments. <br />4. Guiuuson River Roundtable presentation. Re: water delivery systems <br />and various issues with the Gunnison River. Diverse basin; different <br />water issues in different local regions. <br />5. RE: University of Denver Water Future's Report: Dan Ritchie delivers <br />report; 8 topics addressed: <br />1. Embrace fairness, etc <br />2. Encourage water conservation <br />3. Encourage partnerships between urban and ag water users <br />4. Eradication ofnon-native phreatophytes <br />5. Streamlining of water court by considering appt of special masters <br />in some cases and establishing emergency provisions for quick <br />review of certain state engineer decisions <br />6. Encourage statewide perspective on water storage and <br />infrastructure projects <br />7. Facilitate cooperation between river basins <br />
