annual projects bill $ '/z million to look at water supply availability on the Colorado River <br />system. They were to iliteract with IBCC and the roundtable process in that study. They <br />approached IBCC with a series of questions and got feedback. They are now putting <br />together a draft scope of work for how they might approach the study based on the <br />feedback given them by IBCC. That discussion will continue at the Montrose IBCC <br />meeting. He thought they will have an update at the August meeting. Steve added that <br />the water supply on the west slope and how much is available is a big issue and continues <br />to grow. Steve mentioned the Eric Kuhn report had been sent to most members. <br />Nonconsumptive Work Group: <br />Steve thanked Eric for attending this meeting to provide some background and discussion <br />on the Nonconsumptive Work Group. Steve said that a letter of Feb. 10 stated our <br />position on overall needs assessment, and it requested some assistance in developing our <br />needs assessment. Steve asked the members to tlunk about how we want to integrate <br />ourselves into the workgroup process. <br />Eric said he was going to tallc about the approach and how we got to where we are in the <br />nonconsumptive needs workgroup. He said he wanted feedback from this roundtable on <br />whether this process will fit our needs. He referred the members to a report handout. <br />He renunded the members that each roundtable is legislatively charged with doing basin- <br />wideneeds assessment to include four parts: 1) Analysis of consumptive needs, 2) <br />analysis of nonconsumptive needs, 3) analysis of available water supply, and 4) propose <br />projects and methods to meet the identified needs. <br />Each roundtable was given the information that was developed during the first phase of <br />the statewide water supply initiative. The legislation said to review this information and <br />if there were other appropriate studies or other sources of information, we could add that <br />to what was done during SWSI to do needs assessment. IBCC was given resources to <br />help provide techucal support to the roundtables. It was through that teclulical support <br />that they then asked each roundtable what we would like their teclulical people to focus <br />on. Our letter was a response to that question and Eric added that it was quite similar to <br />the letters from the other roundtables. There were fairly common themes among the <br />roundtables such as nonconsumptive analysis and a series of refinements to the <br />consumptive analysis that was done in SWSI and although the tasks were a little <br />different, the underlying principal was the same-SWSI did a good job at a higher level, <br />but the roundtables felt the need to be more specific. And the supply availability was one <br />that was requested or that people wanted more information on. <br />IBCC wanted to make sure they responded to the requests from the roundtables, but most <br />of all, wanted to ensure that we have consistent and comparable information on both the <br />consumptive and nonconsumptive side. They started working on 3 parallel state-wide <br />processes that are geared toward helping the roundtables do the work they want to do. <br />IBCC provides the processes that the roundtables need to go through, but that the <br />roundtables control the process and giving the input and controlling the substance. The <br />processes include the consumptive work group, a nonconsumptive work group and a <br />supply availability study. With those three pieces of information, they feel they can give <br />us the tools we need to complete our needs assessments. They got input from leadership <br />to make sure this was a good direction. <br />
