HB 1177 Southwest Basins Water Roundtable <br />June 13, 2007, Draft Minutes (to Steve) <br />Durango, CO <br />Chairman Steve Harris called the meeting to order at 3:00 p.m. To save time, <br />introductions were not made. <br />Minutes of April Meeting: <br />Carrie Weiss pointed out that Mr. "Harris" be changed to Mr. "Sherman". Jim Siscoe's <br />name was misspelled and should be changed to "Siscoe". It was moved, seconded and <br />passed to accept the minutes of April 1 1, 2007 with corrections. <br />Administrative Reports: <br />Jenny reported that she attended the IBCC meeting. Among the issues discussed was the <br />Colorado River Basin issue of how much water is really there. She also attended the <br />Metro Round Table and reported that Clips Berry, Executive Director of Denver Water <br />Board, stated several times that "this process is to provide water for Denver" even though <br />Jemiy called him on it. He said it was impolitic for lum to state that, but Jenny felt that <br />even though he backed off, he still meant it. Interestingly, Metro has more than enough <br />water for their current needs, but they anticipating growth beyond their ability to serve. <br />They stated that by 2030, they will have a 90,000 of deficit and they will look for water <br />anywhere in the state. The attitude conveyed from them is that they are the commercial <br />heart of the State and that the rest of the state should provide for their water needs. Jenny <br />reported that the SWBRT needs to elect a liaison to the IBCC. Eric Hecox explained the <br />primary responsibilities of the position. Mark moved that Jeiuly be appointed as SWBRT <br />liaison with IBCC. Gary seconded the motion and it passed. <br />John Porter apologized to the roundtable about not communicating better about the <br />nonconsumptive needs meeting. He will attend next Tuesday's IBCC meeting. <br />Steve announced that the West Slope Caucus (4 West Slope roundtables) will meet in <br />Montrose on June 18. Upon a show of hands, about 14 people from SWBRT would <br />attend. Steve offered to provide a ride for anyone and asked them to meet in <br />Southwestern Water's parking lot. <br />Steve announced the Ground Water Institute Program, July 10-11 in Denver. Persons <br />interested in attending are to let Steve lc~low. Each roundtable gets one complimentary <br />registration. <br />Eric Hecox reported that the IBCC has been focused on procedural and adnunistrative <br />work and have been worl~ing on the foundation for the water supply reserve account. <br />They're now making a transition into working in the substantive areas. For the year, <br />they've chosen to work on some of the larger issues on the Colorado River system, and <br />looking at and what we mean by, and how we can come up with a concept of these <br />collaborative, multi-use projects. They started with the Colorado River issue and had <br />representatives from the State Engineer's office who gave an update on the work they're <br />doing---looking at the legal issues surrounding a call from a lower basin states, and how <br />they would respond and adnunister that.
