8. Report on Colorado River Basin issues to the IBCC -Dave Merritt. The meeting started as a <br />joint meeting with the IBCC, and Dave Merritt reported on Colorado Basin issues; see lus power <br />point presentation. Highlights included: <br />a. Population trends. <br /> Western Slope Eastern Slope Total <br />Population - 2000 467,000 3,869,000 4,226,000 <br />Population projected in <br />2030 934,000 6,266,000 7,200,000 <br />The Colorado Basin includes about half of the Western Slope's population, and is the fastest <br />growing region in the State. <br />b. Water Inventory of the Colorado Basin The CRB is the only sigiuficant donor basin in the state, <br />and accounts for 26% of the streamflow leaving the state. 450,000 to 600,000 AF per year are <br />diverted to the East Slope. The headwater counties are water short. <br />c. Challenges facing the Colorado Basin: <br />i. Headwaters areas are water-short due to transbasin diversions and lack of storage. <br />ii. Maintaining recreational and environmental flows is economically important. <br />iii. Agriculture continues to be a key use in the Grand Valley near Grand Junction. <br />iv. Climate variability. <br />v. Growing energy sector will increase their demands for water. <br />vi. Compact call concerns <br />d. Statewide water gap. The CWCB has identified a statewide gap of 107,800 acre feet, and new <br />projects identified to date call for 404,300 additional acre feet. A quarter of the water needed in <br />2030 for identified projects is in the Colorado River Basin.
