North Platte Basin Roundtable Meeting Minutes, 11.27.2007 4 <br />Hal Simpson concluded his presentation <br />Decision of the roundtable to fund the Nov Pioneer Ditch Diversion Reconstruction <br />Project: <br />The voting members of the roundtable discussed the application. <br />Kent would like to have copies of the evaluation sheets for his file. <br />Barbara V. asked how much $$ is in the basin account- <br />Between $500,000 and $700,000 right now, but it will increase as the fiinding comes in <br />over the next few years, depending on how the IBCC reallocates money. <br />Barbarais this a use it or lose it rule? <br />Yes, if we don't use it by 2009 it reverts to the state account. <br />Basin account hinds have to meet the threshold criteria, and then each basin's set criteria <br />and guidelines. <br />There was discussion as to how this application meets the criteria vs. possible <br />competition. <br />Dave Meyring brought up a point that this project will stimulate other applications for <br />basin account funds. <br />Barbara V asked: can we get public access to view the project since it's a demonstration <br />project? <br />It was decided that yes, public access will be available to view the project. <br />Hal Hagen said he felt like the project hit all of the important criteria. <br />There was discussion about surveying for the North Park Phacelia. No decision was <br />reached as to whether or not to do this. <br />Jim Baller asked: does this assist with other CWCB programs like it said? <br />Discussion about CWCB programs <br />Jim B: so it's administering the water better for the compact? <br />Hal Hagen: does the reconstruction of the headgate increase water efficiency? <br />Discussion: yes, it does, and that is a CWCB program <br />More discussion ensued about statewide concerns, the three-state, etc. <br />Rick Wyatt made a motion to approve the project <br />Dave Meyring seconded the motion <br />Friendly amendment to the motion: Barbara would like to add the request for tours by <br />appointment only to view the project (within reason, and to a reasonable extent) to the <br />motion. So the state can see that we are trying to make a best use of this as a <br />demonstration project. The landowner can pick the time frame. <br />
