<br />Eagle River Water & Sanitation District CWCB 'Water Conservation Grant Application <br />Page 9 of 1 7 <br /> <br />There is llncertainty SlllTOtlnding the District's lease of Green Mountain reservoir water, <br />because leased water can only be depended upon as a telnporary interim source of <br />augmentation \vater. The District is cllITently acquiring and developing other <br />augmentation sources, as described under the Water Rights section above, which can <br />become permanent sources of supply to satisfy current and future demands. <br /> <br />As the District's service population grows, additional infrastructure will be needed to <br />reliably meet fllture deman,ds. The District's 2003 Final Master Plan for the Vail Water <br />System (by Schmueser Gordon Meyer, Inc.) identifies projects to meet water needs, <br />including: increased production capabilities, new storage facilities, increased fire flow <br />capacity, upgraded pipe throughout the system, and increased pump station capacity. <br />The District also anticipates that it may eventually need to develop water and wastewater <br />treatment plants to service the community of Wolcott and Q\VI1S land in the area for this <br />purpose. <br /> <br />6. Description of the proiect plan: <br /> <br />In 2004, Colorado House Bill 04~1365 (HB 04-1365) was passed, amending the list of <br />conservation measures that must be considered when developing a Water Conservation <br />Plan and reqlliring that covered entities submit a new or revised Plan to the State 4 The <br />District proposes to update its Plan in accordance with the reqtlirements of I-IB 04-1365 <br />and the CWCB Guidance DOCtlment. The District will oversee and manage the <br />development of the project with the assistance of Hydrosphere. A summary of District <br />and Hydrosp.here staff qualifications and specific project responsibilities is included as <br />Attachment E. A Statement of the District's Organization Commitment and Capability is <br />included as Attaclunent F . <br /> <br />The following is a list of tasks to be completed with project responsibilities, deliverables, <br />and pr~ject milestones4 Tasks generally correspond to steps outlined in the CWCB <br />Guidance Document, with slight modifications. Development of the Water Conservation <br />Plan will rely primarily upon existing data. If the completion of a CWCB worksheet or <br />Plan section would require extensive new research and/or data development, an <br />alternative approach may be taken and "\vorksheet modifications made. Each task <br />includes time for revisions in response to both the completion of later tasks and feedback <br />from team members and the others. Final Plan revisions following the official public <br />comment period are included in Task 8. We have also added a task for project <br />administration. A project schedule is provided in "fable 4 and a detailed project blldget is <br />provided as Attachment G. <br /> <br />Task 1: Profile Existing Water System - This task will establish "baseline" water use <br />and water supply conditions, identify any conditions that may affect the District's water <br />supply system, and profile current water conservation programs and activities. In <br />addition, under this task the District's Board of Directors will 'be informed of the Plan <br />development process. <br />
