Travis -Conservation means different things to different people. hi an Ag commuiity <br />that definition is different from in a municipality. A muncipality does not create <br />opportuiities for re-use or for other uses. The defintion is not quite that clear cut. <br />MG- Now we are facing the impact of energy development on water demand. This was <br />not built into the SWSI -- Gunnison and Colorado basins most affected. Ethanol plans <br />demand lots of water. Talk of 50,000 acre solar energy facility in the Valley - <br />superheated brine, steam, turbines, possible need for water. <br />Charlie - I understand they use an air cooled generator. <br />MG - We need more data. We have a Subcommittee on Consumptive & one on Non- <br />Consumptive Needs Assessment. On the matter of the nonconsumptive needs <br />assessment, rather than form another subconunittee we felt that the SLV Wetlands Area <br />Subcommittee (USFWS, Ducks Unlimited, ranchers, farmers, TNC, etc) .could assume <br />this role, and many of those individuals are already in the RT. That's why they were <br />"volunteered." <br />Charlie - Pm chairman of Action 22 -state objectives to produce 25% of our power mix <br />with renewable fuels by 2025. There is going to be an obscene amount of money for <br />converting to renewable fuels. We now have a new 5000 lb gorilla that has stepped into <br />the room. <br />MG -Front range ethanol plants; in the west, energy development. <br />Doug Shriver: Recognition: W.D. Farr just passed away - he was a true visionary, a <br />hard worker for sustainability. We should honor his memory. He will be very <br />missed. <br />9. Report of IBCC Representative -- Steve Vandiver <br />We had a meeting just over a week ago in Montrose on the Colorado River Basin <br />activities. Continuing discussion: CWCB, IBCC and others regarding Colorado River <br />water supply. A compact entitlement of Colorado River basin water -they have not used <br />their entitlement completely. Some say they're approaching that, but there's some <br />ambiguity. What kind of water is available under the Compact for the Colorado? <br />Steve gave a copy of a study of the Colorado River situation to Mike Gibson -- Lake <br />Powell, drought, continuing call on the Colorado River. Some really huge issues. <br />Transbasin diversions and the Front Range. Conununities dependent on the Colorado: <br />Colorado Springs, Pueblo -they were all in the room. Some very difficult & interesting <br />discussions. Eric Hecox gave report on SB 179 Reserve Account. Provided <br />recommendations on how to split $6 million per year (instead of $lOM); several options <br />discussed. They were going to study more, before making a decision on how to split it up. <br />Let the demand of the basins drive the allocations, but there was no decision.
