4. Education Subcommittee- Communication Plan- Judy Lopez <br />Judy was unable to attend this meeting-Rio announced that there will likely be an Education <br />Committee meeting on Tuesday, August 7, 2007 at USDA building, for anyone interested in <br />attending. <br />5. Consideration of Requests for Funding from SB-179 Funds <br />a. Alamosa River Watershed Restoration- $104,000 Statewide Account <br />Alan Miller and Tawney Beckerpresented for their 2"a time (per Roundtable's agreed upon <br />process) on this funding application <br />Overall Goal: To complete correcting efforts of 4.5 miles of channel straightening by Army <br />Corps of Engineers done in the 1970's <br />-Stn~ctural water project <br />- Full power point presentation provided good overview of the project, costs, objectives, etc. <br />Reviewed Eligibility & Threshold Criteria. <br />SB 179 funds only to be applied to rental equipment costs. <br />Discussed recommendations from RT re the application. <br />A11d how to strengthen itre local match, issue about gravel content (re Summitville). <br />Photos tell the story! Damaged vs. restored. <br />Discussion re: flooding potential- recoiulects stream to floodplain-used to impact bai~lcs and <br />now goes into floodplain-there will be issues around Capulin where buildings have encroached <br />into floodplain. <br />-river will be approximately 35% longer with new meanders-slope decreased to 0 .6 - 0.8 vs <br />overall slope of 1%. <br />Budget discussion <br />Mike Gcomplemented Alan and Tawney on presentation <br />-discussion re input from Roundtable subconul7ittee and how it was incorporated. <br />JB asked if there are Compact implications? <br />Ray answered that the Alamosa is not administered under Compact but in any case increased <br />ground water recharge is good. <br />Charlie S. has unanswered questions and cannot support this project without answershe didn't <br />look at whole application -is primary goal to stabilize river in its present configuration? <br />Alanno- to repair past river straightenng to more natural river course with meanders in order <br />to and deliver water to water users and save property from erosion-also seeing increasing <br />riparian health-putting proper width and depth ratio to stream to transport sediment, reconstruct <br />meanders to decrease slope. <br />Charliethinks that "Mother Nature" will recreate those meanders. <br />Rio Grande Basile Roundtable-Meeting Miliutes Jul~T 14, 2007 Page 2 <br />
