Interbasin Compact Committee <br />Rio Grande Basin Roundtable <br />Meeting Minutes -September 11, 2007 <br />Student Center, Adams State College, Alamosa, Colorado <br />Attendees: <br />Mike Gibson, J B Alexander, Robert Bagwell, Glen Wiescamp, Ed Nielsen, Ron Brink, Joel <br />Condren, Fred Bauder, Charles Stillings, Mike Willett, Travis Smith, Charlotte Bobicki, Don <br />Thompson, Charles Spielman, Allen Brown, Mike Sullivan, Tony Aloia, Cary Aloia, and Dale <br />Wiescamp. <br />Mike Gibson, Chairperson opened the meeting at 5:00 P.M. <br />REGULAR MEETING <br />Introductions <br />Representative Lorenzo Gallegos was introduced and welcomed to the meeting. <br />Approval of Minutes of August 14, 2007 Meeting <br />Correction to No. 8 Consumptive Use Committee Status Report, statement by Travis Smith was <br />corrected to read: Conservation means different things to different people. In an Ag community <br />that definition is different from in a municipality. Conservation methods by municipal users may <br />have an adverse effect on historic return flows. <br />Charles Stillings made a motion that the August 14th Minutes be approved as corrected. Motion <br />seconded by Charles Spellman. Motion put to a vote and carried unanimously. <br />Education Subcommittee -Communication Plan -Judy Lopez <br />Judy presented an update on the writeup for the Rio Grande Basin for the IBCC Website. <br />Fred Bauder gave suggestions on the Basin Overview. <br />Rio Grande Flows and Compact -Mike Sullivan <br />Division Engineer Mike Sullivan handed out the Ten Day Report from September 5t" for the <br />period ending August 31St reflecting a 710,000 AF Projected Annual Index with an obligation for <br />the Rio Grande of 209,000 AF or 29%. Forecast for the Conejos is at 280,000 AF with a 95,400 <br />AF obligation or 34% of indexed flow. <br />Mike presented a historic graph on river flows from 1890 to 2007; average 650,000 AF for the <br />Rio Grande, 200,000 AF for the Conejos. <br />Compact issues were discussed, wet years versus dry years; Elephant Butte Project; Calendar <br />year graph Del Norte Gauge; Calendar year graph Mogote Gauge. Compact based on <br />Calendar year. <br />The Ten Day Report was discussed with many questions: <br />6,600 AF of Compact water stored in Rio Grande Reservoir; <br />Compact History, study period; <br />Compact accounting sheet, credits and debits; <br />Platoro Reservoir being a Post Compact Reservoir, Conditions and the accounting sheet <br />for the Conejos were discussed. <br />Page 1 of 2 RGBRT Minutes <br />September 11, 2007 <br />
