<br />- 2 - <br /> <br />o The Flood Response Program funding was historically $150,000/year and was just <br />increased to $300,000/year as included in the current version of the CWCB Project Bill <br />(SB 122). We are sincerely grateful for the support shown by the agency, Department, <br />Board and Legislature. <br />o Overall, the CWCB does not have a high level concern for snowmelt flooding problems <br />this year. However, we will be monitoring rainfall flooding conditions throughout the <br />commg season. <br />. Kevin Houck, Senior Engineer, CWCB Flood Protection Section - <br />o The CWCB implements a variety of tasks for flood preparedness each year. The CWCB <br />has a Flood Response Program for flood forecasts, aerial photography, flood <br />documentation, post event flood floodplain mapping, and mitigation. When there are <br />flood events with damages, we have a consultant on retainer to prepare flood <br />documentation reports. The CWCB also provides floodplain mapping and technical <br />assistance, and has an online library of floodplain documents. <br />o The CWCB and FEMA send out a spring flood news release to remind property owners <br />to purchase flood insurance. There is a 30-day waiting period for insurance policies to go <br />into effect with very few exceptions. <br />o The CWCB is also a Cooperating Technical Partner with FEMA to provide project <br />management and funding for flood insurance studies and flood insurance rate maps <br />across Colorado. <br />o The CWCB works with Colorado communities to review flood ordinances, floodplain <br />permits, mapping needs, and flood mitigation project needs. <br />o The CWCB sends out via email regular spring snowmelt flood outlooks. <br />o One of the exciting new products we developed is with John Henz ofHDR Engineering. <br />It is a web-based "daily flood threat outlook" specific for Colorado counties. It focuses <br />on rainfall and snowmelt flooding risk on a weekly basis. The email is sent out to all <br />floodplain administrators and emergency managers and a website is hosted by HDR <br />Engineering for the CWCB. <br />o The CWCB works with Marilyn Gally at the Division of Emergency Management to help <br />communities apply to the FEMA Pre-Disaster Mitigation Program. If communities have <br />needs for projects to stop repetitive losses then contact the CWCB or DEM about the <br />PDM program. <br />. Joe Busto, Engineering Technician, CWCB Flood Protection Section- <br />o The CWCB has a pilot program involving quantitative spatial assessment of snowpack <br />through the NOAA experimental snowpack model known as SNODAS or (SNO Data <br />Assimilation System). <br />o The CWCB has maintained a daily archive of snowpack maps and calculated snowpack <br />snow water equivalent by large river basins since 2004. <br />o The Project is in Phase II where RTi, a consultant firm in Fort Collins, is tasked with <br />coupling high resolution SNODAS data with a NOAA experimental distributed <br />hydrologic model. It is now being calibrated to a few test basins (Colorado River below <br />Lake Granby and below Williams Fork Reservoir, and the Blue River below Dillon and <br />Green Mountain Reservoirs). <br />o The project will compare lumped model and distributed model simulations and draw <br />comparisons. If there is value added then distributed modeling could improve <br />streamflow forecasts in Colorado. The recommendations from Phase II and Phase III <br />might be forwarded to the Colorado River Basins Forecast Centers for consideration. <br /> <br />Flood Protection.
