Collaborative recreational ro'ects rant ro ram - a ro riation. 1 <br />P J g P g PP P () <br />4 In addition to any other appropriation, there is hereby appropriated, out of any moneys in the <br />5 Colorado water conservation board construction fund not otherwise appropriated, to the department <br />6 of natural resources, for allocation to the Colorado water conservation board, for the fiscal year <br />7 beginning July 1, 2008, the sum of one hundred thousand dollars ($100,000), or so much thereof as <br />8 m.ay be necessary, for the board to develop and implement a competitive grant program to assist <br />9 local governmental entities in promoting non-consumptive use of water resources within their <br />10 communities by building whitewater parks. The board, in consultation with interested local <br />11 governments will develop the detailed grant program design. <br />12 <br />13 (2) The moneys appropriated in subsection (1) of this section shall remain available for the <br />14 designated purposes until the project is completed. <br />15 <br />16 <br />17 SECTION 21. Wild and scenic rivers alternative study -appropriation. (1) In addition <br />18 to any other appropriation, there is hereby appropriated, out of any moneys in the Colorado water <br />19 conservation board construction fund not otherwise appropriated, to the department of natural <br />20 resources, for allocation to the Colorado water conservation board, for the fiscal year beginning <br />21 July 1, 2008, the sum of two hundred thousand dollars ($200,000), or so much thereof as may be <br />22 necessary, for the board to participate with the Colorado river water conservation district, the <br />23 northern Colorado water conservancy district, Denver water department, and the United States <br />24 bureau of land management in facilitating the process to evaluate whether eligible streams under <br />25 the wild and scenic rivers act are suitable for wild and scenic designation. Wild and scenic <br />26 designations could affect Colorado's ability to fully utilize its compact entitlements, but could also <br />27 be used to protect certain water dependent resources. <br />28 <br />29 (2) The moneys appropriated in subsection (1) of this section shall remain available for the <br />30 designated purposes until the project is completed. <br />31 <br />32 <br />33 SECTION 22. High resolution gridded sublimation estimate study -appropriation. <br />34 (1) In addition to any other appropriation, there is hereby appropriated, out of any moneys in the <br />35 Colorado water conservation board construction fund not otherwise appropriated, to the department <br />36 of natural resources, for allocation to the Colorado water conservation board, for the fiscal year <br />37 beginning July 1, 2008, the sum of up to sixty five thousand dollars ($65,000), or so much thereof <br />38 as maybe necessary, for the board to participate with the Unites States geological survey in a study <br />39 to provide high resolution estimates of processes that remove moisture from snowpack by <br />40 developing and testing a relatively low-cost network of instruments for measuring snowpack <br />41 moisture losses in the Colorado river watershed west of the continental divide and in the <br />42 headwaters of the south platte river basin. The study will have broad applicability to other <br />43 Colorado river basins and the results will be used to more accurately estimate watershed runoff. <br />44 <br />45 (2) The moneys appropriated in subsection (1) of this section shall remain available for the <br />46 designated purposes until the project is completed. <br />-8- <br />
