Non-Reimbursable Application -CWCB Construction Fund <br />Form Revised June 2006 <br />Explain why you are requesting a grant, instead of a loan. (the Construction Fund exists primarily to <br />provide low interest loans for the construction or rehabilitation of raw water projects. Non- <br />reimbursable investments are approved only when the project or study is of statewide interest and <br />benefits a wide range of people and organizations, and/or a large geographical area . <br />This is a statewide resource issue, affecting state, federal and private lands. There is an <br />Executive Order issued by Governor Bill Owens in 2003 mandating the elimination of <br />tamarisk infestations on all public lands. The benefits of tamarisk control are multi-faceted: <br />flood control capacity, water supply enhancement, water quality improvement, and wildlife <br />and riparian habitat improvements. There may also be interstate benefits pursuant to <br />discussions of water supply augmentation currently underway among the seven Colorado <br />basin states. <br />6.
