<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />it was determined that the smaller group was almost as large as the full committee, so the group reverted to the <br />plan of having the full committee serve this "think tank" function. <br /> <br />Committee work sessions will now narrow in on specific permutations of transfer alternatives andmitigatioll <br />options to enhance nIral economic viability and agricultural modernization. They will work with the assistance of <br />outside advisors, as needed for input and review, reporting periodically to the Arkansas Basin Roundtable. <br /> <br />The outside advisors brought in to assist the Committee will be knowledgeable people from various fields <br />including farmers; economists; rural development, legal and financial folks; engineers; agricultural researchers; <br />environmental and recreational folks; etc. These advisors will be invited to come to meetings, as needed, to: <br />. Reality test the group's ideas <br />1& Help flesh out the hJTOUP's ideas <br />1& Challenge the group's ideas <br />. Assure the group is balancing out all the needs <br />. Lend the group credibility when its ideas are later challenged <br /> <br />Any prototypes the Committee comes up with must adhere to core (shared) principles earlier developed specific <br />to our group: <br />1& We support sustainable, smart growth <br />. We support sustainability ofrUfal communities <br />. We support maximum utilization of water to enhance the environment and the economy of the basin, <br />especially rural communities, while protecting private property rights <br />. When and if water is relocated/reallocated from agricultural uses, it should be done in a way that <br />supports the economy and environment of rural communities while recognizing ongoing processes <br />and utilizing information from ongoing studies <br /> <br />Funding of the Committee's work is needed for: <br />. Professional facilitation/organization/coordination. This service has proven to be essential and <br />beneficial to achieve organized and disciplined process and approach to this complex and <br />controversial subject <br />QI Mileage reimbursement to Advisors <br /> <br />Funding Status: <br />. Work through August, 2007 has been covered via an Aqua Engineering 1400 monies contract. <br />. This proposal is for funds to cover work from March-August 2008 <br />. Interim funds are currently being sought for the period from September 2007- <br />February 2008 (because the funds from this proposal won't be available in time to fund that period.). <br /> <br />See Appendix to this Grant Proposal: "Summary to Date of the Work of the Arkansas Basin's Water <br />Transfers Committee", dated July, 2007) <br /> <br />Exemplary Issues to be addressed <br /> <br />1.
