Following approximately nine months of meetings, (see Summary to Date of the Work of the <br />Arkansas Basin's Water Transfers Committee) the group considered the concept of a "think tank" which would <br />be a smaller group of committee members who would focus work on the specific issues the committee had been <br />able to narrow in on.
