1.3 Coordination

Streams requiring detailed study were identified at an initial coordination meeting attended
by representatives of the Study Contractor (sq, FEMA, and the Town of Winter Park in
April 1983.

Since several flood-related studies have been produced for individual developments in the
Winter Park area, several engineering and development groups as well as State and Federal
agencies were contacted for information.

Results of the hydrologic and hydraulic analyses were coordinated with the CWCB.

On May 3, 1984, the results of the study were reviewed at an intermediate coordination
meeting attended by representatives ofthe SC, FEMA, and the Town of Winter Park. The
study was acceptable to the community; no significant changes were made to the study as the
result of the meeting.

The results of the study were reviewed at the final Consultation Coordination Officer
meeting held on November 8, 2006, and attended by representatives of the Towns of Grand
Lake, Winter Park, Granby, and Fraser and the unincorporated areas of Grand County.

2.0 AREA STUDIED

2.1 Scope of Study

This FIS covers the geographic area of Grand County, Colorado, including the incorporated
communities listed in Section 1.1, as shown in Figure I.

Jim Creek was studied by approximate methods from its confluence with the Fraser River to
approximately 1.0 mile upstream.

The Fraser River was studied from approximately 1,500 feet upstream of State Highway 8
to approximately 2,000 feet upstream of U.S. Highway 40 (US 40).

Vasquez Creek was studied from its confluence with the Fraser River to approximately
1.3 miles upstream.

Little Vasquez Creek was studied from its confluence with Vasquez Creek to approximately
0.1 mile upstream.

Cooper Creek was studied from its confluence with the Fraser River to approximately
0.5 mile upstream.

Mary Jane Creek was studied from its confluence with the Fraser River to approximately
0.5 mile upstream.

Leland Creek was studied from its confluence with the Fraser River to approximately
1.0 mile upstream.

Approximate analyses were used to study those areas having a low development potential or
minimal flood hazards. The scope and methods of study were proposed to, and agreed upon,
by FEMA and Grand County.

The North Inlet approximate study extended from the confluence with Grand Lake to
approximately 2,400 feet upstream.

2
